Francisco García highlights the courage of Lorca, protagonists of our city reborn better and stronger than before the earthquakes (10/05/2018)

The investment in the urban regeneration of the neighborhoods of the city exceeds 70 million euros.

The next actions that will be carried out will be in the neighborhood of Cristo Rey La Salud, Avenida de Europa, Santa Clara, San Antonio and Jerónimo Santa Fe, as well as the construction of the Central Round and the completion of the Trade Fair and Congress Center, among other actions of great relevance for the social and economic fabric of Lorca

The spokesman of the Government Team of the City of Lorca, Francisco García, and the Councilor for Urbanism and Recovery after Earthquakes, Satur Martinez, have ratified this morning the commitment of the Municipal Executive with the whole Lorca society to continue working on making Lorca a city ​​better than before the earthquakes of May 2011 and continue to meet the objective of contributing to the economic and social progress of our municipality.

The total number of homes rebuilt to date amounts to 1069, which is 150 more than last year.

This figure includes a total of 57 buildings and 99 single-family homes, while another 270 have a degree of reconstruction work of more than 50%.

The Municipal Spokesman has indicated that to make an adequate balance you have to buy the situation of 7 years ago with the current one.

If we talk about urban renewal we must point out that it is acting to benefit all neighborhoods of Lorca, thanks to a bold and determined investment of the Autonomous Community of more than 70 million euros.

The neighborhoods of La Viña, Alfonso X, San Jose, San Diego, Los Barrios Altos and the neighborhood of Apolonia Los Angeles have undergone an enormous transformation, improving their connections, their aesthetics and all underground services, in addition they have created more spaces for the neighborhood enjoyment, such as parks, playgrounds or sports resources.

The same thing will happen in the actions that are being carried out today on Juan Carlos I Avenue, San Cristóbal neighborhood, Santa Quiteria, San Fernando and Alameda de Cervantes.

But from the Government Team, the Autonomous Community of the Region of Murcia and the Government of Spain we continue to fulfill the commitment of the recovery of Lorca after the earthquakes suffered in 2011 and will continue to be here, with Lorca, until we complete the new Lorca that we all need to continue growing and generating more and new opportunities.

These will be reflected in the upcoming actions that will be carried out in the neighborhood of Cristo Rey La Salud, Avenida de Europa, Santa Clara, San Antonio, as well as in Jerónimo Santa Fe.

In addition, in each of these neighborhoods, better buildings have been rebuilt than those that suffered the consequences of the earthquakes, with more than 95% of the affected buildings being rehabilitated or in the reconstruction phase.

Thanks to this, the real estate park in Lorca now has safer, more efficient and accessible buildings.

The recovery of the City of the Sun in these 7 years is evident, but not only we have dedicated ourselves to reconstruct what was lost that afternoon;

Instead, based on the recovery process, we have created a new Lorca, a city with a future and possibilities.

Much has been achieved but more is still to come.

We were obliged to take advantage of the impulse to regenerate the city and change the municipality, earning our future;

Thanks also to the funding we have achieved, to give some examples, with the 6.2 million euros from the European Social Fund, 10 million Feder Funds and 185 million euros from the European Investment Bank Loan, which continues with an extension to continue carrying out actions to improve the city until December 2019.

It is worth noting that investments have been made in the improvement of the roads linking the different districts of Lorca and that the municipal road network will continue to be improved with roads of next execution or repair, such as the Castillo access, the RM-D8 road (Rambla de Biznaga ), RM-C9 (Lorca Zarzadilla de Totana) and RM-711 (Lorca Caravaca de la Cruz).

In addition, strategic investments are being made for the development of our city such as the Central Round, whose section IV is completed, section I is pending adjudication, section II will be next execution and section III is under project;

and others to encourage the Lorca's economy, such as the Center for Fairs and Congresses, in which 14 million euros have been invested and which makes the city a benchmark at the regional level.

Altogether 56 million euros have been invested in creating and repairing communication and service infrastructures, which have also included the construction of the new Civil Guard barracks and the National Police Station.

Entering different areas, we must remember that in education an investment of 33.8 million euros has been made, which has allowed to rebuild or repair a total of 34 centers.

Among the actions include the comprehensive adaptation of the premises of the IES Ros Giner and Ibáñez Martín, as well as the construction of a sports pavilion for use by both centers, the reconstruction of the IES Ros Giner and IES Ramón Arcas, the actions carried out in the schools San Fernando, San José and José Robles, the new headquarters of the School of Plastic Arts and performances at the Conservatory of Music "Narciso Yepes".

In sports facilities include the reconstruction of the Felipe VI Sports Complex for 2.8 million euros, as well as the repair and improvement of sports facilities in the municipality.

On the other hand, Lorca now has new and renewed health infrastructure thanks to an investment of 17.6 million euros that has made it possible to have the new Lorca Sutullena Health Center, phases I and II of the reform of the Specialties Center of Santa Rosa and the reform of the Obstetrics and Surgical Area and the expansion of the Pediatric Area of ​​the Rafael Méndez Hospital.

Regarding the recovery of historical heritage, with most of the actions included in the Master Plan, some of the most significant examples are the recovery of the Artistic and Cultural Casino, Church of Santa María, Virgen de las Huertas Convent, San Patricio Collegiate Church , Church of Santiago, Church of San Francisco and Blue Museum of Holy Week, Torre del Espolón and Murallas, Santo Domingo Monumental Complex, Mansion Houses, Guevara Palace, San Pedro Church and Villaescusa Palace, among others.

In the economic area, a management carried out with effort and responsibility has managed to obtain the exemption of the payment of the IBI during 2012 and 2013 and a 50% bonus during 2014, 2015, 2016, 2017 and 2018 that represents a saving to Lorca's almost 72 millions of euros.

Finally, in the area of ​​urban planning, to date, 4,199 multi-subject documents have been prepared to complete the files for those affected by the earthquakes, and 7,224 trades have been drawn up that have been sent at the request of the citizens.

The declaration of 926 ruins of real estate has been processed, in addition to making 1,362 allegations, 843 discretionary appeals, 205 extraordinary remedies and 24 appeals.

With respect to the expropriations carried out to carry out the reconstruction of the buildings, they have been carried out in 9 buildings corresponding to 105 property shares.

In addition, 1,193 technical inspections have been carried out by this service to obtain extensions of aid.

In relation to the reports requested by citizens to complete the requirements received, a total of 320 inspections have been requested, of which 290 have been made this week, and a total of 76 reports of the 259 issued have been sent to the CARM by letter. .

All this process of reconstruction is having a great impact at the international level that is making Lorca a reference in terms of recovery of cities after natural disasters and their conversion into smart-city.

In this regard, it should be noted that Lorca has been an example in numerous prestigious conclaves such as the "Live in a Living City", held in Santander in 2015, the "Lorca Resiliente" conference, at the International Tourism Quality Congress of ICTE, in a monographic issue of the ICOM-CE magazine of the International Council of Museums, at the "Heritage at Risk, Museums and Earthquakes" conference or at the Congress organized by Hispania Nostra that will be held on October 3, 4 and 5 at our city.

The courage and desire to overcome each and every one of our neighbors has made it possible for Lorca to leave behind his most difficult stage, and to open a new time, a new stage of progress and development.

Today we take the last steps of that long journey that leads us to a better orca, a new Lorca full of present and future.

But all this would not be possible without the will and effort of administrations, collectives, neighborhood communities, educational communities, professionals, associations and, in particular, all Lorca without exception.

This work is the result of everyone's work: Lorca society, strength and commitment of citizens, with the support of organizations, groups and institutions, which is moving in the form of new investments also to the district, with the execution of works for an amount of 3 million euros from agreements with the Ministry of Public Administration, plus another 800,000 from the Neighborhood Plan thanks to the Regional Government.
