The Mayor promotes a modification of the General Plan (14/06/2018)

Fulgencio Gil: "We bet to put Urbanism at the service of people, moving forward in a modification that was a challenge, and in which we echo the proposals of Ceclor, Chamber of Commerce, Hostelor and Guadalentín Emprende".

The Mayor of Lorca, Fulgencio Gil, along with the Town Planning Councilor, María Saturnina Martínez, has informed that the Municipal Executive will proceed to modify the General Plan to update it in order to favor the implementation of economic activities and business .

It is a bet promoted by the Mayor's Office that is launched based on the criteria and demands that have been transferred by different professional, catering and economic groups, among which we can highlight Chamber of Commerce, Ceclor, Hostelor and Guadalentín Emprende.

The First Edil explained that it is proposed to modify various regulatory aspects to eliminate inaccuracies and favor the implementation of economic activities.

It is a document that has required a lot of additional work for the technical team of the Department of Urban Planning, which includes the modernization of the conditions of industrial use of retail, such as the general characteristics of toilets, ventilation, the minimum height and conditions of the air conditioning units.

As main advances and modifications introduced we can anticipate the following:

Flexibilization of the characteristics of the toilets by reducing the number that has to be counted in small spaces, which facilitates the implementation of new activities.

Likewise, the requirement to have a hall in the toilets is eliminated, since it is considered an obstacle especially for people with mobility problems.

Modification of the ventilation and smoke venting conditions, updating the requirements in line with the Technical Code, and allowing the possibility of evacuating to the façade in case of technical or structural impossibility.

Redefinition of industrial use compatible with residential use, allowing industrial retail activities such as dry cleaners, printing and bakeries and work.

Extension of the height allowed per floor in the buildings to adapt it to the legal requirements of installations derived from the application of the Technical Building Code.

Increase in the number of plants allowed in the horticultural handling facilities to facilitate the storage necessary for its operation on the upper floor.

Expansion of the maximum heights allowed per plant to allow the implementation of all the facilities required by the application of the technical code.

Fulgencio Gil explained that, in relation to the regulation of car parks, it is proposed to allow parking in an exclusive building and above the ground floor to encourage and encourage the provision of parking, especially in the center of the city.

It also establishes the possibility of reducing the size of the access plateau to the car park, to favor its implementation in the building.

Another novelty included in this reform, which has already been approved by the Governing Board, refers to the modification of various articles related to urbanization standards, with the aim of obtaining a road network and more accessible public spaces , continue to gradually eliminate air lines, in addition to specifying the infrastructure requirements in new buildings to favor the burial of aerial networks.

Modification of the proposed General Plan consists in the update of 25 articles included in Volume II of its Regulations, with the object of adapting to current applicable regulations, eliminating contradictions and indeterminations detected that, in view of 15 years from its entry into vigor, has been found to be inaccurate or insufficiently drafted.

We must also point out that various articles are modified to adapt their content to new regulations of application such as the Technical Building Code, Order VIV 561/2010 of February 1, the Regulation of Energy Efficiency in Exterior Lighting Installations , approved by Royal Decree 1890/2008, of November 14 and Law 13/2015 Territorial and urban planning of the Region of Murcia, with the aim of harmonizing legal precepts and facilitating their application.

This modification will be exposed to the public for a period of one month to formulate the allegations that are deemed appropriate, and will be convened to the municipal planning commission to explain it to the different political groups so that they can formulate the proposals that they consider appropriate.

Urbanism at the service of people and the interests of the city.

The Mayor has stressed that the present modification is the second step of the work program entrusted to the Urban Planning Area in relation to the revision of the General Plan.

The first was the agreement with the Polytechnic University of Cartagena to prepare the preparatory work and make a diagnosis of the current General Plan.

We are talking about a job that will allow us to lay the foundations for the future revision of the General Plan.

This second step consists of a modification proposed and elaborated by the Municipal Technical Services of the Urban Planning Area referring to different normative aspects, with the objective of eliminating obstacles of different nature that currently prevent the implementation of economic activities, trying to contribute to the stimulation of the economy of the municipality and, especially, of its labor market.

The third step, which is currently being studied, is a modification of the general plan that would affect the unsecured Urbanizable Land called SUZE HUERTA.

What we want is to analyze the possible implementation in this area of ​​various economic activities such as craft workshops, mills, carpentry, locksmiths ... all initiatives are very demanded by the residents of these areas, linked to the existing horticultural and agricultural activity.
