The Mayor asks the Government of Spain to respect in 2019 the bonus of 50% of the Property Tax to those affected by earthquakes (18/06/2018)

It is a measure that would save more than 7 million euros to groups of victims of earthquakes, directly benefiting almost 44,000 citizens.

The Mayor of Lorca, Fulgencio Gil, has informed that he is going to request the Government of Spain, by a principle of social justice and solidarity with those affected by the earthquakes, that next year 2019 the 50% bonus on the payment of the Real Property Tax (IBI) to the group of Lorca affected by the earthquakes of 2011. It is a measure that would allow Lorca to save more than 7 million euros, benefiting almost 44,000 citizens.

This request has already been submitted to the Board of Spokespersons by the Mayor, and will be submitted to the next plenary session of the City Council.

The First Edil explained that the efforts made by the City Council have achieved that the victims of the earthquakes in 2011 have been saved up to now almost 72 million euros, enjoying 3 years of total exemption from tax payment and another 5 (including the current one) in which only half of it has to be paid.

It should also be noted that the City got this year for the first time that the draft General State Budgets included the maintenance of the bonus of 50% of the IBI.

Fulgencio Gil explained this bonus of 50 percent of the Real Estate Tax quotas for the year 2019 would apply with the same requirements established for the exemption regulated in this Tax in Article 12 of Royal Decree Law 6/2011, of 13 May, which adopted urgent measures to repair the damage caused by earthquakes occurred on May 11, 2011 in our city. According to plan, the bonus is applied to the resulting fee to apply.

The decrease in income established in this provision in the Lorca City Council will be compensated by the General State Budgets, in accordance with the provisions of article 9 of the revised text of the Local Treasury Regulatory Law, approved by Royal Legislative Decree 2/2004, of March 5.

In the case of the bonus on the Tax on the Increase in the Value of Urban Land, a 50% bonus is claimed that would be applied to the resulting installment, if applicable, for the rest of the bonuses legally provided for.

Fulgencio Gil has stated that the Government of Spain has to respect this bonus because the City is still in the process of reconstruction, still subtracting the reconstruction or rehabilitation of several buildings destroyed or damaged by the earthquake.

The circumstance arises that there have been multiple requests for extension of the rental assistance and there are families from Lorca who have not yet managed to complete the reconstruction process and return to their homes.

We must bear in mind that at the present time there is still an intense performance in the urban remodeling of several neighborhoods affected by earthquakes, as well as in road and communication infrastructures essential for the municipality, with the interferences that this entails. the normal development of economic, commercial and social activity.

It is an exceptional measure in relation to the affected real estate that, as is being demonstrated in this year, contributes directly to the socio-economic reactivation of the affected area.

Therefore, it is urged to raise this inclusion proposal in the draft Law of General State Budgets for the year 2019, of the same tax benefits granted to Lorca in the last eight years in the General State Budget Laws since 2011 .

The City Council has achieved that in the last eight years Lorca affected by earthquakes have been exempt from the payment of the IBI in the years 2011, 2012 and 2013 as well as the IAE fee and the share of the IIVTNU (goodwill) for the years 2014, 2015, 2016, 2017 and has reduced by 50% the quota of the IBI for the years 2014, 2015, 2016, 2017 and 2018 under the provisions of article 12 of RD-law 6/2011 of 13 of May.

All this based on the motivations that inspired the approval of this last Royal Decree-law on which the rest were based, and in which indicated that the magnitude of this catastrophe requires, from the constitutional principle of solidarity, an immediate action of the public authorities that carry out, in the first place, the adoption of various palliative and remedial measures that contribute to the gradual restoration of normalcy.

The Mayor asks the General Directorate of Cadastre for a reduction in the values ​​of the IBI that would entail a saving of 621,000 euros and would benefit all Lorca

The Mayor of Lorca, Fulgencio Gil, recalled that the City has already requested the General Directorate of Cadastre a new lowering of the values ​​of the Property Tax (IBI) that puts it within the average value of housing in the market.

It is a measure that would be effective for next year and that represents a saving of 621,000 euros for Lorca.

We must remember that this reduction of the IBI will be the second in just 3 years and adds to the bonus of 50% achieved by the City Council for those affected by the 2011 earthquakes.
