The Mayor demands in the Regional Assembly that the financing of the Town Councils be improved taking into account the extension of each municipal term (19/06/2018)

The improper expenses that the Lorca Consistory has to assume each year due to improper competitions are around 5 million euros.

Fulgencio Gil emphasizes that it is not the same to provide municipal services in localities with a concentrated population than to do it in Lorca, with 38 small towns and 1,600 km2 of territory.

The Mayor of Lorca, Fulgencio Gil, has demanded this morning in the Regional Assembly to correct as soon as possible the unequal funding that has been suffering the municipality, aggravated by the need to take on improper expenses and having to face the provision of all the portfolio of services that a City Council is obliged to assume with its citizens in a locality that presents a dispersion of population centers and geographic extent that is not taken into account by public administrations.

Fulgencio Gil has claimed that the funding of the consistories will have to take into account not only the population indexes, but also and especially the needs of each municipality.

It is not the same to have to attend to a group of population very concentrated in a small area of ​​extension, than to have to reach population centers of hundreds of kilometers in length.

In the specific case of Lorca, we must remember that it is the second largest municipality in Spain, with more than 1,600 km2 of extension.

In addition to the urban area there are 38 districts in which live more than 30% of Lorca and Lorca, some of which are 40 kilometers away from the town, as is the case of Coy, or half an hour away by car, Almendricos, or three quarters of an hour, as is the case of Fontanares.

Fulgencio Gil has affirmed that not to live away from the urban center have to have less rights these neighbors, that is something that can not be allowed.

But it is evident that the guarantee of public services in these areas implies a greater cost for local administration: decentralization offices for the completion of procedures, opening of cultural and social resources such as civic or local neighborhood centers, reinforcement of citizen security and road, public lighting, cleaning, basic services such as water, road maintenance, public transport service, ...

The First Lorca Edil has anticipated that any type of tax reform will have to take into account the unique case of Lorca if you really want to ensure that all citizens of this region continue moving in the same gear, and there are no first and second Murcia , even if this means a greater investment to favor development.

The Mayor of Lorca recalled that the municipalities of the Region of Murcia are poorly funded.

To all the mayors we would like to have economic funds that were up to the needs generated by the citizens.

For this reason, it is a priority to give the City Council a voice in this presentation to offer a direct vision of the underfunding of local administrations.

It is an opportunity to lay the foundations on a more compensated, fair and efficient regional and local hacienda.

For the time being, and so that we have a general idea of ​​the problem we have to face in the case of Lorca, the improper expenses that our City Council should not assume but that we are obliged to do for the benefit of citizens, are around 5 millions of euros.

Fulgencio Gil has stated that from Lorca it is considered necessary to change the taxation mechanisms of local administrations, based on the assumption that this will not be possible without changing the regional financing from national taxes.

Our Autonomous Community is underfunded.

The reform of regional financing is urgent if we want to consolidate Murcia as a land of progress.

The First Edil de Lorca has stated that it is interesting to study the mechanisms for the direct participation of the consistories in taxation, but without a muscular and strong autonomy in the economic, they will be castles in the air.

The municipalities have to participate in the management, of course, but when it can be real and useful, and not just fireworks.

Therefore, we are committed to improving regional financing and creating mechanisms for tax reform in consensus with regional administrations.
