Victims of the Lorca earthquake are locked in their City Hall to demand the suspension of the embargoes for the aid (23/10/2018)

The councilor of this training, Gloria Martin, demands the refund of the amounts of the embargoes, the stoppage of the refund files, the immediate file of the aids already prescribed, as well as the Ministry of Public Works proceeding to the application of Law 8 / 2018 that allows those affected to justify the aid through a simplified procedure

Almost seven and a half years after the fateful earthquakes of Lorca (Murcia) that left 9 fatalities and damages in 80% of the buildings of municipality (90,000 inhabitants), those affected by the tragedy have not been able to close the wounds of the catastrophe.

The government of the Region of Murcia (PP) now claims about 3,000 families to return public aid granted in their day to meet the costs of rehabilitation of their homes and that were defrayed 50% by state and autonomous community.

In fact, it has already proceeded, through the Regional Collection Agency, to the seizure of the bank accounts of at least three families, while sending hundreds of requests for reimbursements of the subsidies, despite the fact that, in most cases , the right of the Administration to demand the returns has prescribed, according to the citizen platform that brings together those affected.

In 2017, the regional government began to send letters to those affected, requesting them to justify the aid granted six years ago, when the Law on Grants establishes that "after four years, it prescribes the right of the Administration to recognize or settle the refund".

The circumstance occurred that, according to the elapsed time, most of the neighbors no longer keep the invoices nor can ask them to the companies that executed the works, most of which no longer even exist.

Most of the neighbors who have been able to send the invoices, have not seen their files closed, because the Administration puts one shot after another and continues to demand the return of the victims.

Organized in a platform of affected (500 families) and with the support and advice of IU, the neighbors have sent in the last months more than a thousand allegations and resources of replacement that, until now, have not had effect.

In July 2018, before the social alarm generated, all the groups with representation in the autonomous parliament approved a law (8/2018, of aid of Lorca) that facilitated the justification of the subsidies by means of "simplified justifying account" and a technical report municipal government to prove that the neighbors spent the money on the repair works of their homes.

Despite the fact that hundreds of affected people have been applying for this norm for more than a month, the Ministry of Development still does not proceed with the closure of the files.

And, as if that were not enough, in the last few days, three arrest warrants have already been executed against three families of Lorca, who have remained in a precarious situation, unable to face their most basic needs.

The rest of those affected remain with their souls in suspense awaiting the arrival of new embargoes.

They are afraid to open the mailbox of their house or to consult the bank account "in case it has also touched them", explains the councilor of IU-Verdes Lorca, Gloria Martín

Indefinite closure

For all these reasons, those affected have begun an indefinite confinement in the City of Lorca that will only be abandoned if the amounts are repossessed, the reimbursement files are stopped, the already prescribed aids are filed immediately and if the Ministry of Development proceeds to the application of Law 8/2018 that allows those affected to justify the aid through a simplified procedure.
