The second deputy spokesman of the PSOE in the City of Lorca, Isidro Abellán has lamented the lack of seriousness and the lack of commitment of the mayor of Lorca, Fulgencio Gil Jódar, to breach again, once again, the PSOE proposal to implement the Budgets Participants in the municipality of Lorca, as requested by the Lorca socialists in 2016.
After two years, Abellán says that "it has become clear that this mayor and his councilors of the Popular Party are not for the work of Lorca have in their hands the possibility that they can decide what to invest part of the municipal budget, unlike of what happens in many of the City Councils of the Region, such as Cartagena, Molina de Segura, Cehegín, Totana, Alhama, Santomera or Águilas, and even the Autonomous Community itself.
According to Abellán, this is "another tease of the Popular Party" since, since the PSOE proposed this initiative, "the only reaction of the PP was to approve in September 2017 a motion in which they committed to draft a draft of the regulation for the implementation of participatory budgets and the commitment that they were going to be implemented imminently ".
In this regard, recalls Abellán, the councilor of Finance assured in November 2017, just a year ago, that participatory budgets "would start immediately, incorporated into the municipal budgets of the year 2018, specifically within the area of ​​works and services Municipalities as a pilot experience that would be extended to the rest of the councils in a gradual manner ".
However, after more than a year "neither draft, nor anything at all".
Abellán denounces that "there is no sign of Participatory Budgeting", which shows that "the mayor and the PP councilors have lied as real villains".
If in 2015 the Lorca were deceived by the PP when they promised in the campaign not to raise taxes to surprise three months later with a "high" of IBI 10%, building licenses 15%, rates 5%.
In 2016 it was the lie of the photovoltaic solar plant, when they assured that this City Council was going to enter 1,200,000.- € for the license of the 400 Mw Almendricos solar plant, money that was even incorporated into the 2016 budget, and that in the end he escaped to Puerto Lumbreras.
The big lie of 2017, and that has been confirmed this year, have been Participatory Budgeting.
"It is clear, says Abellán, that the PP has never believed in the idea of ​​giving participation to Lorca so they can decide on municipal management."
In this sense, he assures that in the absence of few months for the next elections "any announcement of the PP in relation to this proposal will be mere electoral propaganda, empty of commitment".
Faced with the great lie of the Popular Party, Abellán has remarked that "in the Lorca that comes, which works the PSOE of Lorca, the figure of participatory budgets will be a reality, and it will be a socialist government who has to put in this municipality. "
The PSOE wants that the citizen participation is "the heart and the basic motor of the political transformation" that Lorca, its districts and its districts, need.
