The owners of a dozen private properties in a situation of abandonment will have to pay the expenses derived from the safety and health works assumed by the City Council (16/11/2018)

The Local Government Board approves a new chain of subsidiary executions that will involve an expense of € 22,222 due to the negligence shown by the owners of several private properties located in our municipality.

The Deputy Speaker of the Government Team in the City Council of Lorca, Fátima Mínguez, informed this morning of the main issues that have been addressed in the weekly meeting held by the Municipal Council's Governing Board.

In the Intervention chapter, a battery of 207 invoices derived from fertilizers made to municipal suppliers for a combined amount of 757,417.67 euros has been approved.

The Urban Planning section has included the approval of a new chain of motions related to the subsidiary execution, order of actions and prior requirement for the voluntary payment of emergency works in a total of 10 private properties.

These are two existing buildings in La Paca (Calle Cementerio), Diputación de Río, and in San Fernando, Andrés Pascual, Eulogio Periago, Portijico, Juan Pérez, Atrio de San Juan and Martín Piñeiro streets.

The cost that will have to run the municipality to meet the works in these buildings amounts to 22,222.51 euros, the highest of these works being the encryption in 4,463.69 euros.

The purpose of these actions ranges from the removal of loose elements and reinforcements to closure of cavities, through sanitation, removal of accumulated waste, cleaning of facades, cornices, walls and eaves, clearing of patios, closing of housing and removal of debris.

We are talking about cases audited by municipal technicians, approached by different municipal departments and whose owners weigh execution orders that they have ignored, and we can not give rise to any eventuality.

These interventions are linked with the two approved at the meeting of the JGL last week, which represent an additional cost for all Lorca 7,600 euros.

Fátima Mínguez has reiterated that it can not be that Lorca have to assume the expense of fixing and cleaning the particular properties of citizens or entities that for any reason decide to leave in a situation of abandonment of solar or buildings.

These are exceptional actions by the City Council, which can not become habitual, as it is not the Council's own task to have to pay with the money of all citizens the necessary cleaning of unoccupied lots and houses.

It is not the City Council that has to clean the private lots, that is the direct obligation of the owners.

Each one is responsible for what he does with his house.

Both the historic center and other enclaves are paying the irresponsibility of the owners of the properties, which leave the abandoned houses, and it is a contradiction that we have to be the rest of the citizens who pay for the maintenance of these properties.

Procrastination is the fault of the owners, and we have to be aware of what responsibilities each citizen has.

In any case we must make it clear that we act to avoid major incidents, but the invoice of the works will have to be paid by the owners of the properties.

It should be anticipated that in the coordination meeting of councilors has realized that after submitting different orders of execution, we have heard of the start in the coming days of the actions required to the owners of the area of ​​"La Quinta" in the neighborhood of San José, for the due maintenance in good conditions of the enclosure in question.

In accordance with the transfer by these through a proposal to the effect, is going to proceed, among other issues, the walling of existing holes, perimeter fencing of the entire surface and general cleaning.

In any case, it will be verified by the municipal technicians that the measures proposed by the owners respond to the needs of the property, with the aim that the solution they send us is effective.

We are talking about an issue whose solution we have been working on for several months.

This work was initiated at the time against the company that owned the space and has continued to develop administratively when the property passed into the hands of a bank that has been urged to proceed to the adaptation.

For being a complex administrative process and that would lengthen the deadlines, from the Department of Urban Planning has opted for a dialogue solution, so that the cleanup is undertaken as soon as possible, avoiding having to materialize the execution with charge to the money of all Lorca.

The section of Hiring has contemplated the approval of the JGL to the acquisition of a van that will serve the Local Police Signaling Unit.

The JGL, in its section of Local Development, has given free access to the approval of the bases and generic offers for the selection of an Administrative Support Assistant for the Mixed Employment-Training Programs convened by the SEF in 2018, as well as for the selection of Monitors and Student-workers for the implementation of the Joint Employment and Training Program, Youth Guarantee, called "Laboro", which will have 32 beneficiaries, 3 monitors and an administrative assistant, assuming a total investment of 269,927 , 04 euros.

It is expected to start on December 17 and will continue for a period of 9 months.

In the same area, a chain of Educational Cooperation agreements has been approved for the realization of non-work professional practices with the Lorquina Embroidery Association (Paso Morado), Antonio Hairdressers, C & A, D'Mary, Farru, Galia, Sole, Mari, Vectoris , Locksmith Agustín Cáceres Martínez, Plantiagro and Felipe J. Rosel.

The Personnel section has included the approval of two motions for the approval of the list of admitted and excluded applicants, the composition of the qualifying court and the date of the competition called for the provision, by internal promotion, of a Higher Employment Technician position, as well as for a sports coordinator position.

Within the chapter of Miscellaneous the awarding of the repair works for the Telefónica Street and the Virgen del Pilar Crossing has been approved, in the deputation of La Hoya, which has an investment of 33,775 euros, and includes the paving of both with bituminous mixture in hot, as well as stretches of sidewalk in the streets El Tranco, Virgen del Pilar and in the vicinity of the health center.

These works contemplate the improvement of vertical and horizontal signage.

It has also approved the award of the remodeling works of the Camino Castejón, in La Pulgara, with an investment of 27,187.85 euros, within a project that covers the paving of a section of this Camino, 550 m long, with a mixture bituminous in hot, previous saneo of blandones and desbroce of hard shoulders.
