IU-Greens asks the City Council to defend the safety of residents affected by the floods (19/11/2018)

They explained that there may be patrimonial liability arising from the damages caused by the mismanagement of the channels and that there are judgments that, in other autonomous communities, have already condemned the Administration's malpractice in this sense

The councilor of United Left-Green in the City council of Lorca, Gloria Martin, has visited this afternoon to the neighbors of the deputation of Campillo that this morning they have dawned with their houses incomunicadas by the floods that has caused the episode of rains of the last days.

They are two families with minor children who have not even been able to go to school this morning and whose parents have not been able to fulfill their work obligations because the lands surrounding their homes were completely flooded.

Martín, who has interviewed some thirty neighbors in the area, has complained that the repairs to the road to Vera, which meant the elevation of this road above the level of land and housing, has caused the water to face to an artificial barrier and become stagnant, seriously affecting the particular properties.

As if that were not enough, the extraction of tons of aggregates from the Béjar ravine, located between the municipalities of Lorca and Puerto Lumbreras, has meant the diversion of its channel with the consequent danger of flooding that affects, especially, the neighbors of several districts of the garden.

This action, which had a municipal license, was also authorized by the Segura Hydrographic Confederation.

Martin has demanded that this situation be reversed "immediately" because its consequences cause "danger to the safety of people" and that "is first of all".

The mayor of IU-Greens has also regretted that the City Council, with the approval of the Confederación Hidrográfica del Segura, has been authorizing construction works for years that are assuming the disappearance of the brazales and drainage network of the municipality.

"The rainwater is running out of channels through which to run, so it tends to seek natural outlets, even in areas of the plain, devastating what it finds in its path," he explained.

"Recovering the original channels is essential to prevent homes and farms in the districts of Campillo and Torrecilla from flooding constantly in episodes of storms," ​​he said.

Martín also recalled that the Water Law includes the streams of natural currents among the goods that constitute the State's public hydraulic domain.

However, the permissiveness of the basin organism has resulted in the invasion of the space of the primitive channels of the ravines of Nogalte, Béjar and Torrecilla, making them disappear practically in their entirety.

Gloria Martín reported that, six years after the San Wenceslao flood, which caused deaths and multimillion damages in districts such as Campillo, Torrecilla and Purias, these areas are still "equal or more vulnerable" to a large avenue and no solutions are foreseen short-term techniques.

In line, he recalled that president of the Hydrographic Confederation of Segura (CHS), Mario Urrea, has already announced that the three rolling dams planned in the Plan of Avenues to minimize the effects of a flood as that will not begin to be built, in any case, before the year 2022.

"We do not want more excuses or that the administrations throw the stone from one roof to another instead of solving this serious problem," said Martin, who said that the actions to ensure the safety of the residents of the garden and end their anguish they are "priority."

"It is very sad that they have forgotten that the flood of St. Wenceslas took away the lives of six people and dispossessed hundreds of everything they had," he lamented.

"If the City Council has to go to court to guarantee the security of the neighbors that do it, but we can not continue with this shrug and without proposing short-term solutions to those affected," said Martín.

In this regard, he explained that there may be liability arising from the damages and losses from these floods and that there are judgments that, in other autonomous communities, have already condemned the "mismanagement" of the Administration regarding the channels.

"The neighbors have been too patient and frustrated because through the diplomatic channel nothing is being achieved," he said.

On the other hand, the spokesman of the municipal group of IU-Green in Lorca, Pedro Sosa, has demanded the Mayor of Lorca to allow a representation of the platform affected by the floods to accompany him to the meeting he will soon hold with the president of the CHS.

"We want the neighbors to be witnesses of the first order of the conversations that the City Council has with the basin organization and have a voice," he concluded.
