IU demands transparency on the award process of the Palace of Justice (10/01/2019)

The councilor of this training, Gloria Martin, recalled that 24 companies were submitted to the award process - three of them from Lorca, another three from Murcia and one from Cartagena - and that it was the Galician Construcciones San José who took the "cat to the water" because made the second cheapest offer.

The councilor of Izquierda Unida-Verdes de Lorca, Gloria Martin, has lamented that the requirements of the company awarded the works of the future Palace of Justice of Lorca, the Galician company Construcciones San José, will cause an extra cost to the public treasury and a considerable delay for Lorca to have the judicial seat that neighbors and justice professionals have been claiming for decades.

"Now we are told that an act of temporary suspension of the works will be taken while processing the amended project because the company refuses to undertake them under the conditions agreed in the contract," said Martin, who said that the company "knew the project and knew that it should conserve the facades ".

In this regard, he noted that the preservation of the facade of Selgas Street was a condition imposed by the City when he made the transfer of land to the Ministry of Justice, which has the obligation to submit to the Special Plan of Integral Protection and Rehabilitation in the sector II of the historical artistic group of Lorca (PEPRI), "like any individual".

"We do not understand well that now is going to process a modified project to have room for maintenance, because that is something that has never been in question."

Therefore, Martin has asked the Mayor to clarify their public demonstrations and demand Justice "transparency" on the award, made during the last term of the government of the PP of Mariano Rajoy.

The councilor of IU has also claimed to know how much it will cost the modified project and how long it will take to delay the start of works to give satisfaction to the Galician merchant.

In this regard, he regretted that the Ministry has folded to the stubborn interests of a company, "unless the adjudication process was a fudge, in which case we also want to know."

Martín showed his surprise because the technical specifications of the project are not published in the Public Sector Contracting Platform.

"If you want to access this information you have to request it expressly from the Secretary of the Contracting Board of the Ministry of Justice, something we have already done".

This opacity and lack of transparency is what leads IU to think that "here there are weird things".

Martin recalled that 24 companies were submitted to this process - three of them Lorca, another three from Murcia and one from Cartagena - and that it was Construcciones San José who took the "cat to the water" because it made the second lowest economic offer (8,305,331 euros), on a base bidding budget of 10,049,451 euros.

For this reason he obtained 40 points in the award criteria.

For Martin, the low that presented the winning company could be "reckless", which would have been detrimental to the interests of those who submitted offers that were adjusted to the project.

Finally, Gloria Martín has shown the "immovable" position of Izquierda Unida de Lorca regarding the location of the future Palace of Justice.

"We want it to be in the historic center, as proposed by our organization when they began to shuffle places, and to be up and running as soon as possible," he recalled.
