Lorca claims to the current central government a Decree Law that includes the bonus of 50% of the IBI to those affected by earthquakes and the 3 million agreement for works in districts (23/01/2019)

The City Council requests that the Decree also provides for the express waiver of the State to its part of the interest for delay that continue to require those affected by earthquakes to avoid seizures, despite the fact that the Autonomous Community has already declined its part several months ago.

The councilman of Economy and Finance in the City of Lorca, Juan Francisco Martinez, has reported that the City Council is going to claim the current central government for the approval of a Decree Law that includes both tax aid for those affected by the May earthquakes of the year 2011 as the agreement for the amount of 3 million euros that Lorca had to have received last year to make investments in districts, but that was not sent to the municipality until the end of November, preventing it from being carried out.

Martínez Carrasco explained that we demand for Lorca the same treatment that the central government has had with other matters and other regions, we will not be less than others nor will we allow our municipality to be marginalized, even more so with questions of social justice and common sense.

The attention to those affected by the worst natural catastrophe that this country has suffered in its recent history, and the consequent urban devastation that Lorca has had to recover over the last few years, deserves government attention.

We are not asking for anything impossible, and neither is it a measure that involves great efforts, we simply want to respect and accelerate what Lorca deserve.

The mayor of Economy has said that in recent months the central government has approved 25 Decree Law, and have already anticipated that there are many others on the way, including one for the Mar Menor.

We think it's good news, we ask that we can also celebrate in the case of those affected by the earthquakes.

It is a matter of mere political will, a measure that can be approved tomorrow if you want.

Juan Francisco Martínez has claimed that from the public administrations we have the obligation, and in this matter the opportunity, to clear the uncertainty of citizens in these issues of particular sensitivity.

Lorca are aware that there are still issues to be resolved due to earthquakes, so the maintenance of the 50% bonus should be materialized now.

It is not fair that we have to be dependent on the current government being able to find support to approve their budgets.

Those affected by earthquakes can not become hostages of a national negotiation that can last several months, when the reality is that we are all in agreement that a Decree Law be carried out that allows the victims to have the certainty that this year they will only have to pay half of the IBI.

The mayor of Economy has indicated that this Decree Law should be used so that Lorca can obtain directly and effectively the agreement of 3 million euros that the State has yet to pay to Lorca, derived from the payment of repairs made by the City Council the damages caused also by the earthquakes of the year 2011. This agreement could not be executed last year because the text of the agreement did not reach Lorca until the end of November, preventing tender and carrying out the works in the few days that remained until end of the year.

That is why we ask that the deadline to execute the works in our districts be extended.

However, the central government has preferred to include it in the budgets for this year, which, as with the IBI bonus, condemns Lorca to have to be aware that the government has enough support to approve it.

These negotiations can be extended for several months, which, unfortunately, can cause us to lose again 3 million euros for districts due to the temporary impossibility of processing and executing the works within the deadlines set by the law itself.

Juan Francisco Martínez has stated that the third issue that must be included in the Decree Law that Lorca requires is the express resignation of the current central government to the part of the interest for delaying the aid to those affected by the earthquakes that it is currently demanding.

We must point out that, after the insistent work carried out by the City Council, we agreed with the Regional Government to decline asking the affected parties for their part, something that was approved at the time.

What we now want is for the central government to do the same and stop the embargoes that may be caused to the victims.

This question also depends on the political interest they want to have with Lorca.

For several months now we have been demanding that they renounce these late-payment interests, but time continues to pass and they are not able to clear the uncertainty they have caused to those affected.
