They expropriate, they remove the neighbors from their houses, they relocate them with additional costs of public money, they assume costs for the City Council that correspond to the winning companies, they generate social problems, and all that for not doing the work afterwards
The municipal spokesman of IU-V, Pedro Sosa, has appeared this morning before the media to denounce the prolonged stoppage of the construction project of the road of the high districts of Lorca.
The councilor recalled that this road was publicly sold for years as an unavoidable work that would improve accessibility and connection between the upper neighborhoods of the city with the construction of a road that connects the neighborhoods of Santa Maria and San Lazaro, through the neighborhood of San Pedro.
It is a complicated project due to the difficulties derived from the abrupt relief of the area, the chaotic urban configuration existing in those neighborhoods and the social complexity of the environment in which it is intended to materialize.
But, says Sosa, when all those problems seemed to have been successfully raffled, the expropriations carried out and the houses and properties that would allow the project to be executed demolished, the truth is that it ends up paralyzing.
A paralysis that already counts for years and that is difficult to explain.
Sosa maintains that the announcement of the tender for the works was published in the BORM in July 2017, and that there was an expiration date of 14 months.
Therefore, even with unforeseen events, a work that should have already been completed, is not even begun.
A work in which also, says Sosa, for the poor efficiency of the local government in terms of works, we have spent 20,000 euros wrongly in demolitions that corresponded to the winning company, also complicating the bidding process.
The IU-V spokesman recalled the words made a year ago by the Councilor for Urbanism, Saturnina Martinez, in the sense that "the technical problem" around this project "would be solved shortly and would not cause delays in the process of execution of the works ".
A year has passed since that memorable phrase and it gives the impression that more than a technical problem we are before a political one that has to do with the incompetence of the local government to deal with the public works executed in Lorca.
In this sense Sosa has remembered, presenting photographs that accredit it, that the rubble of the demolitions of houses made in those neighborhoods still remain thrown in slopes of the same ones.
