The City Council accelerates the modification of the General Plan "to put the Urbanism at the service of the people", and next Wednesday the plenary session will initially approve it (08/02/2019)

It is about favoring the implementation of new activities, eliminating obstacles that currently exist, with the aim that the urban regulations are adapted to the social reality and what citizens really need.

The councilor of Urbanism in the City of Lorca, Satur Martinez, has reported that the Municipal Executive accelerates the modification of the General Plan to update it with the aim of promoting the implementation of economic activities and business.

This is a bet promoted by the Mayor's Office to put Urbanism at the service of the people and the interests of the city.

Satur Martinez explained that this change is launched based on the criteria and demands that have been transferred by different professional, catering and economic groups, among which we can highlight Chamber of Commerce, Ceclor, Hostelor and Guadalentín Emprende.

In fact, in the extraordinary plenary session to be held next Wednesday, it will proceed to approve initially, completing a decisive step forward in this regard.

The mayor of Urbanism has stressed that this modification is the second step of the work program entrusted to the Urban Planning Area in relation to the revision of the General Plan.

The first was the agreement with the Polytechnic University of Cartagena to prepare the preparatory work and make a diagnosis of the current General Plan.

We are talking about a job that will allow us to lay the foundations for the future revision of the General Plan.

This second step consists in a modification proposed and elaborated by the Municipal Technical Services of the Urban Planning Area referring to different normative aspects, with the objective of eliminating obstacles of different nature that currently impede the implementation of economic activities, trying to contribute to the stimulation of the economy of the municipality and the promotion of employment.

The City Council proposes to modify various regulatory aspects to eliminate inaccuracies and favor the implementation of economic activities.

It is a document that has required a lot of additional work for the technical team of the Department of Urban Planning, which includes the modernization of the conditions of industrial use of retail, such as the general characteristics of toilets, ventilation, the minimum height and conditions of the air conditioning units.

As main advances and modifications introduced we can anticipate the following:

To make the toilet's characteristics more flexible by reducing the number of rooms in small spaces.

The requirement to have a hall in the toilets is also eliminated, since it is considered an obstacle especially for people with mobility problems.

Modification of the ventilation and smoke outlet conditions, updating the requirements in line with the Technical Code, and allowing the possibility of evacuating to the façade in case of technical or structural impossibility.

Redefinition of industrial use compatible with residential use, allowing industrial retail activities such as dry cleaners, printers and bakeries and workplaces.

Extension of the permitted height per floor in the buildings to adapt it to the legal requirements of installations derived from the application of the Technical Building Code.

Increase in the number of plants allowed in horticultural handling facilities to facilitate the storage necessary for its operation on the upper floor.

Extension of the maximum heights allowed per plant to allow the implementation of all the facilities required by the application of the technical code.

Another novelty included in this reform refers to the modification of various articles related to urbanization standards, with the aim of obtaining a road network and more accessible public spaces, continuing to gradually eliminate air lines, as well as specifying the infrastructure requirements in the new buildings to favor the burial of aerial networks.

The Modification of the proposed General Plan consists of the update of 25 articles included in Volume II of its Regulations, with the object of adapting to the regulations of current application, eliminating contradictions and indeterminations detected that, in view of 15 years from its entry into vigor, it has been found that they were inaccurate or insufficiently drafted.

We must also point out that various articles are modified to adapt their content to new regulations of application such as the Technical Building Code, Order VIV 561/2010 of February 1, the Regulation of Energy Efficiency in Exterior Lighting Installations , approved by Royal Decree 1890/2008, of November 14 and Law 13/2015 Territorial and urban planning of the Region of Murcia, with the aim of harmonizing legal precepts and facilitating their application.

Likewise, the articles that regulate the lighting requirements to adapt them to public lighting with LED technology are updated.
