The performance of the technical services of Urbanism allowed last year the fulfillment of 139 orders of execution in real estate that presented risks against public roads (01/03/2019)

It is a figure that entails an economic cost of 668,695.32 euros.

The City Council had to intervene throughout 2018 in a subsidiary manner in 33 cases, with a public outlay of € 116,437.

The Town Planning Councilor in the City of Lorca, Maria Saturnina Martinez, reported that the City Council last year issued a total of 101 enforcement orders to owners of the corresponding buildings that had deficiencies in its structure or maintenance and had to be executed to guarantee the safety of the public road in which they are located.

This figure obliges the owners to carry out multiple tasks of conservation, cleaning and improvements that entails a total economic value estimated at 550,569.15 euros.

In global terms, we must indicate that in 2018 a total of 139 orders of this type materialized, adding those made in a subsidiary manner by the City Council and those that were required to be made to the owners, making a general expenditure of 668,695.32 euros.

Satur Martinez explained that the balance of actions in this regard also points out that over the past year the City Council was forced to raise its interventions to 33, which in practice almost quadruples the number of subsidiary executions materialized on private property, with the aim of avoiding possible eventualities to pedestrians, adjoining buildings or public roads, which led to an extraordinary expense for the municipal coffers estimated at 116,437 euros, well above the almost 27,790 euros that had to be to employ in this same sense during the year 2017.

The City Planning Edil, which has referred to the data that throws the balance of last year made in this regard by the municipal services, has indicated that the orders decreed by this area of ​​municipal management to the owners of different properties that throughout 2018 a series of 106 improvement actions will be carried out in different constructions and plots that suppose an economic cost of 552,285.32 euros, more than double the 237,700 € that were executed the previous year, and that they corresponded with a total of 76 municipal orders.

We must point out that the municipal decrees, drawn up by the technicians of the urban planning services themselves, refer both to properties located in the urban area, as in the districts, among which we can mention Zarzadilla de Totana, Doña Inés, La Paca, Torrealvilla, Tercia, Rio, Carrasquilla and Coy.

These orders, of mandatory compliance, range between 300 and 75,400 euros, the latter being the highest number of those that have been decreed to date by the City Council, affecting in particular a construction located in the Diputación de Río, on the one that was decreed an intervention for the retirement of unstable elements, sane of facades and cleaning of debris, among other questions.

We must point out that this intervention was already executed by its owners.

Satur Martinez has stated that in cases in which the City is forced to act directly has proceeded to the removal of unstable elements, boarded holes, interior cleaning and vegetation, as well as the removal of unstable elements, cleaning of roofs, cleaning and closing of cavities.

We are talking about cases audited by municipal technicians, approached by different municipal departments and whose owners weigh execution orders that they have ignored, and we can not give rise to any eventuality.

The City Planning Edil has stressed that it can not be that Lorca have to assume the expense of fixing and cleaning the particular properties of citizens or entities that for any reason decide to leave in a situation of abandonment of solar or buildings.

These are exceptional actions by the City Council, which can not become habitual, as it is not the Council's own task to have to pay with the money of all citizens the necessary cleaning of unoccupied lots and houses.

It is not the City Council that has to clean the private lots, that is the direct obligation of the owners.

Each one is responsible for what he does with his house.

Both the historic center and other enclaves are paying the irresponsibility of the owners of the buildings, which leave the abandoned houses, and it is a contradiction that we have to be the rest of citizens who pay for the maintenance of these properties.

Laziness is the fault of the owners, and we have to be aware of what responsibilities each citizen has.

In any case we must make clear that we act to avoid further incidents, but the invoice of the works will have to be paid by the owners of the properties.
