• 1,338 dwellings have been rebuilt (64 buildings and 99 unifamiliares), the heritage damaged by the earthquakes has been recovered, and the city is launching a new social, cultural and commercial revolution under the slogan "La Joya del Sureste".
The Mayor of Lorca and President of the PP, Fulgencio Gil has indicated that, with the completion of the works to rebuild the Barrio de San Fernando, Lorca has practically completed the process of reconstruction of the houses.
Now we are making firm progress in improving our infrastructures.
The evolution of the city is evident, both in housing reconstruction and recovery of heritage, comprehensive improvement of neighborhoods and provision of new equipment, such as the Trade Fair and Congress Center or the Round, have been invested in total, more than 1,200 million of euros.
Now we can not stop, we have to move on.
We have secured the financing to complete the urban projects that we have planned, and we will do it in parallel to the cultural, social and commercial revolution that we have begun to develop in our city to turn it into the authentic Joya del Sureste.
What we lack at this time is that the central government meets the victims of earthquakes and approves once the bonus of 50% of the IBI, the agreement of 3 million euros for investments in districts and condone the interests of those who received public help
These 3 issues are our absolute priority.
Our commitment to the whole society of Lorca to continue making Lorca a better city than before the earthquakes of May 2011, indisputable county seat, subregional capital and reference for our neighboring counties.
We are a great city, which has risen with more strength, hope and pride than ever.
We will continue to promote the economic and social progress of our municipality.
The total number of homes rebuilt to date amounts to 1,338.
This figure includes a total of 64 buildings and 99 single-family homes.
Another 3 housing blocks are being rebuilt (in Armed Forces, Avenida de Portugal and Ramón y Cajal Crossing).
Reactivation of the construction sector: rise of 206% in 2018.
The reconstruction process has been completed, however the boom in the construction sector is multiplying in recent years.
This is confirmed by the updated data from the Urban Planning area, which indicates that during 2018 the number of newly built houses was tripled, apart from those that had to be rebuilt after the earthquakes.
We have gone from 40 in 2017 to 122 last year, which represents a percentage increase of 206%.
This increase is especially noticeable in the urban area, where we have gone from granting only license for 2 homes in 2017 to grant a license for 45 in 2018. The number of houses built in districts has also increased, going from 38 of 2017 to 77 homes of 2018, which is a percentage increase of 100%.
Undoubtedly, these data are positive, since they indicate that the demand for housing has increased in Lorca, having absorbed much of the more homes that were promoted in many of the blocks that were rebuilt after the earthquake.
The same trend is observed in the first months of the year which, if confirmed, will be a boost for the construction sector in Lorca, which will undoubtedly have a positive impact on employment.
If we talk about urban renewal we must point out that it is acting to benefit all neighborhoods of Lorca, thanks to a courageous and determined investment of the Autonomous Community of more than 70 million euros.
The neighborhoods of La Viña, Alfonso X, San Jose, San Fernando, San Diego, Los Barrios Altos and the neighborhood of Apolonia Los Angeles, Juan Carlos I Avenue, San Cristóbal, Santa Quiteria and Alameda de Cervantes have undergone a huge transformation, improving its connections, its aesthetics and all the services, moreover, more spaces have been created for neighborhood enjoyment, such as parks, playgrounds or sports resources, granting at all times more space for the pedestrian and focusing the performances from a commercial profile.
We will continue being here, together, until completing the new Lorca that we are all raising with enthusiasm, to continue growing and generating more and new opportunities.
These will be reflected in the upcoming performances in the neighborhood of Cristo Rey La Salud, Avenida de Europa, Santa Clara, San Antonio, as well as Jerónimo Santa Fe, among other enclaves of the city.
In each of these neighborhoods, better buildings have been rebuilt than those that suffered the consequences of earthquakes.
Thanks to this, the real estate park in Lorca now has safer, more efficient and accessible buildings.
The recovery of the City of the Sun is evident, but not only we have dedicated ourselves to reconstruct what was lost that afternoon;
Instead, by leaning on the recovery process, we have created a new Lorca, a city with a future and possibilities.
Much has been achieved but more is still to come.
Future infrastructures.
We were obliged to take advantage of the impulse to regenerate the city and change the municipality, earning our future;
Thanks also to the funding we have achieved, to give some examples, with the 6.2 million euros from the European Social Fund, 10 million from the Feder Funds and 185 million from the European Investment Bank Loan, which continues with an extension to continue carrying out actions to improve the city until December 2020, and which is a commitment of our President, Fernando López Miras.
It should be noted that 80 million euros have been invested in the improvement of the roads linking the different districts of Lorca and the municipal road network will continue to be improved with roads such as the access to the Castle, the RM-D8 road (Rambla de Biznaga ), RM-C9 (Lorca Zarzadilla de Totana) and RM-711 (Lorca Caravaca de la Cruz).
In addition, strategic investments are being made for the development of our city such as the Central Round, and others to encourage the Lorca's economy, as is the case of the Trade Fair and Congress Center, in which 14 million euros have been invested and which puts the city as a reference at the regional level.
Altogether 56 million euros have been invested in creating and repairing communication and service infrastructures, which have also included the construction of the new Civil Guard barracks and the National Police Commissariat.
Entering different areas, we must remember that in education an investment of 33.8 million euros has been made, which has allowed to rebuild or repair a total of 34 centers.
Among the actions include the comprehensive adaptation of the premises of the IES Ros Giner and Ibáñez Martín, as well as the construction of a sports pavilion for use by both centers, the reconstruction of the IES Ros Giner and IES Ramón Arcas, the actions carried out in the schools San Fernando, San José and José Robles, the new headquarters of the School of Plastic Arts and performances at the Conservatory of Music "Narciso Yepes".
In sports facilities include the reconstruction of the Felipe VI Sports Complex for 2.8 million euros, as well as the repair and improvement of sports facilities in the municipality.
On the other hand, Lorca now has new and renewed health infrastructure thanks to an investment of 17.6 million euros that has made it possible to have the new Lorca Sutullena Health Center, phases I and II of the reform of the Specialties Center of Santa Rosa and the reform of the Obstetrics and Surgical Area and the expansion of the Pediatric Area of ​​the Rafael Méndez Hospital.
Historical heritage.
Regarding the recovery of historical heritage, with most of the actions included in the Master Plan, some of the most significant examples are the recovery of the Artistic and Cultural Casino, Church of Santa María, Collegiate Church of San Patricio, Church of Santiago, Church of San Francisco and the Blue Museum of Holy Week, Torre del Espolón and Murallas, Monumental Complex Santo Domingo, Mansion Houses, Guevara Palace, San Pedro Church and Villaescusa Palace, among others.
The next objectives in this regard are to conclude the works in our patron sanctuary of the Virgen de las Huertas and provide funding for the recovery of the church of San Juan, with which we will complete the reconstruction of our churches in the upper neighborhoods.
Economic recovery.
In the economic area, a management carried out with effort and responsibility has managed to obtain the exemption of the payment of the IBI during 2012 and 2013 and a 50% bonus during 2014, 2015, 2016, 2017 and 2018, which represents a saving for Lorca's almost 72 millions of euros.
Now we continue to demand that the central government of the PSOE comply with those affected by the earthquakes and take out once and for all the Decree Law that we have been demanding for months.

All this process of reconstruction is having a great impact at the international level that is making Lorca a reference in terms of recovering cities after natural catastrophes and their conversion into smart-cities.
In this regard, it should be noted that Lorca has been an example in numerous prestigious conclaves such as the "Live in a Living City", held in Santander in 2015, the "Lorca Resiliente" conference, at the International Tourism Quality Congress of ICTE, in a monographic issue of the ICOM-CE magazine of the International Council of Museums, in the days "Heritage at Risk, Museums and Earthquakes" or in the International Congress organized by Hispania Nostra in our War Theater.
The courage and the desire to overcome each and every one of our neighbors have made it possible for Lorca to leave behind his most difficult stage, and to open a new time, a new stage of progress and development.
Today we take the last steps of that long journey that leads us to a better Lorca, a new Lorca full of present and future.
But all this would not be possible without the will and effort of the administrations, collectives, neighborhood communities, educational communities, professionals, associations and, in particular, all Lorca without exception.
The accounts justificativas, an extra work of the Department of Reconstruction
The Department of Reconstruction has made 4,351 documents of multiple issues, have sent 7,294 trades to the regional administration, have decreed 926 ruins of real estate, in addition to unlock the reconstruction of dozens of buildings thanks to the Substitution Act, perform 1,193 technical inspections and another 1,200 for the justification of aid.
Justification of aid: 1,684 cases have been reviewed, of which 814 have their justifying account and the rest is underway, either due to possible expiration or the incorporation of documents confirming the use of public aid in its purpose.
