The City Council endows Lorca with a pioneering plan at the regional level to prevent and respond in case of Forest Fires, collecting the treasured experience (13/05/2019)

It is about Infolor, a tool of great value to protect the wooded areas of the municipality.

Lorca is the Murcian municipality with the largest forest area, with almost 90,000 hectares, with the Gigante-Pericay, Madroņo and Almenara mountain ranges of interest.

The City of Lorca has finalized the drafting of the Special Municipal Emergency Plan against Forest Fires in Lorca, called Plan Infolor, whose preparation began in early 2018, and which has increased the effort with a multidisciplinary team in the last months before the arrival of the period of high danger.

This document establishes the organization and procedures for the action of locally owned resources and services, in order to provide an initial municipal response to emergencies caused by forest fires.

The field work carried out for its writing has been very intense.

From the City of Lorca is aware of the vulnerability of our natural environment, especially that presented by environmental areas with natural protection as is the case of Special Protection Areas for Birds (ZEPAS), and Sites of Community Interest ( LIC).

In the municipality of Lorca, the system constituted by the Sierras del Gigante-Pericay stands out, which currently constitute one of the most extensive forested areas in southeastern Spain, as well as the Madroņo and Almenara mountain ranges, being currently the municipality of Lorca has the largest forest area in the Region of Murcia with 89,993 hectares, of which 38,785 correspond to grassland and scrubland, and 51,208 hectares are forested.

The Special Municipal Emergency Plan against Forest Fires in Lorca (Infolor), has been approved is the most recent session of the Local Government Board, and has been transferred to the Ministry of the Presidency of the Autonomous Community and the Government Delegation in the Region of Murcia for its homologation by the Regional Commission of Civil Protection.

The Civil Protection Plan for Forest Fires of the Region of Murcia (Informur) indicates that municipalities that present natural forest areas sensitive to fire episodes, have the obligation to make their corresponding Action Plan.

It is a special protection tool against flames, a valuable element to watch for threatened natural values.

This plan has been developed in accordance with the provisions of current legislation in this area, such as Royal Decree 893/2013, of November 15, which approves the basic guideline for emergency civil protection planning for forest fires and in accordance with the guidelines established in the Informur Plan.

In addition to the minimum content required in the Local Area Action Plans, other sections have been included that, although not mandatory, have been considered necessary by the Department of Emergencies, taking into account the idiosyncrasy of our municipal area.

The City is going to start up as every year and in a preventive way, two patrols of monitoring and detection of forest fires, as well as the dissemination and information by press and social networks of preventive measures with their own information and advice, even when there is an index of high risk of fires warned by the AEMET.

This is an initiative of the Department of Emergency to respond to the risk of forest fires, as well as the vulnerability of our territory in front of these incidents.

Messages are also shared and disseminated on social networks of the Autonomous Community and other collectives and services related to the world of emergencies related to forest fires.

In addition, we have a specific section dedicated to information in the field of forestry and advice to prevent fires on our website of the Department of Emergencies.

On the other hand, resources have been boosted against forest fires with the Brigade of Pronto Auxilio for the extinction of forest fires, as a unit within the Municipal Emergency Service and Civil Protection.

Currently, it is equipped with 3 vehicles of rapid intervention of 450, 500, and 800 liters.

This unit was the first to be created in the Region of Murcia in 2002 and later incorporated into the Infomur Plan structure as a means to help the extinction by demonstrating the effectiveness of the innovative doctrine of extinction applied by our emergency service , by intervening with light and very fast vehicles that shorten the response times and allow extinguishing a large part of the fires in their conatus phase.

To all this, we must add the substantial modification that has been made in the Media and Resource Catalog, with the development, practically, of a new updated document that is common to all municipal plans.

This document was presented this morning by the Councilor for Emergencies, Juan Miguel Bayonas, along with the main professionals and technicians of the municipal service who have worked on its development over the past months.
