The PP proposes that the saving of 2.2 million in the surplus that the City Council will enjoy in 2020 is transferred to Lorca by lowering the IBI by 10% (09/10/2019)

The Popular Party presents its own proposal of Fiscal Ordinances, something that no party had ever done in the opposition in Lorca.

This document also includes important fiscal aid in the IBI and ICIO for residents in districts, as well as the exemption of the IBI for those affected by the effects of DANA last September.

The Councilor for Economy and Finance in the City of Lorca by the Popular Party, Juan Francisco Martínez, has reported that for the first time in the history of the municipality, an opposition political group will present a draft of its own Fiscal Ordinances based on 5 new measures, which reflects the proposals that from the PP we have collected in the continuous work meetings with the different neighborhood groups, business associations and other entities of the municipality.

Martínez Carrasco has indicated that these measures are the following:

1. Reduction of 10% of the Property Tax (IBI).

2. Expansion of fiscal aid to combat depopulation, extending to all districts and the historic center the 75% bonus of the ICIO, and increasing the IBI discount to 50% during the first 4 years for new business initiatives with The objective of encouraging the creation of companies.

3. New corrective measures for families with undeveloped urban land in districts.

4. 95% discount on the ICIO for repair works for the DANA catastrophe (and exemption of the IBI for those affected.

5. Apply an administrative simplification mechanism to reduce the procedures to achieve exemption in the tax on vehicles of mechanical traction (car seal) of tractors, trailers, semi-trailers and associated machinery for the agri-food sector.

The Councilor for Economy and Finance of the PP has explained that the City Council will save next year 2.2 million euros in the surplus, which we propose that the IBI is destined to lower 10% (Real Estate Tax).

This saving is the result of the correct development of the savings, adjustment and economic efficiency plans that we execute from the PP.

Recall that the 2019 budget included 3 million euros of savings, while the 2020 budget is only € 800,000.

This considerable relief to the municipal coffers has to be transferred directly to the pocket of all Lorca, proceeding to lower the IBI next year by 10%.

We are talking about a measure that does not involve any effort for the City Council.

Juan Francisco Martínez has stressed that by 2020 the Consistory has more than enough margin to lower taxes.

It is an advantage that the Popular Party has never been able to enjoy, but that constitutes an inheritance that now all Lorca can and should make profitable.

Therefore, we propose a 10% decrease in IBI, the exact equivalent of the € 2,200,000 savings that the City Council will have in 2020, a measure that will benefit 68,000 taxpayers in the urban area, neighborhoods and districts of Lorca.

From the PP we also propose that the corrective measures of the amount of the IBI established by the PSOE in 2005 that we already execute from the PP continue to help Lorca's families that had undeveloped urban land in the urban center of the rural centers.

We must remember that these lands were taxed as they had built housing, when in reality it was arable land for which, in addition, it was unfeasible to obtain licenses to build houses.

This is a serious problem that affects families whose lands had the qualification of Sectorized developable land (with or without approved development element), as well as those in Unconsolidated urban land.

Martínez Carrasco has pointed out that since the Popular Party we have adopted in recent years different measures to help these families:

In 2009 we carried out a modification of tax ordinances to help more than 2,000 families, with IBI bonuses of between 35% and 45%.

This measure included a total area of ​​15 million square meters, covering land in the areas of Redón (Almendricos), Botero Bridge (Campillo), Casas de Reverte (Culebrina), El Cantal (Garrobillo), La Campana, Cuesta de la Escarihuela , La Piscina and Venta Ceferino (La Listen), Casas de Ossete and Don Gonzalo (La Paca), Casas del Calar and Bridges (La Tova), Estanco Serafín (Marchena), Ugéjar (Morata), El Consejero (Parrilla), House of the Nuns and Los Rosales (Purias);

Los Cautivos, Arrebatacapas, Way of the Column, Way of the Milas, Cuesta de Arias and Lugarico (River);

Los Raspajos (Torrealvilla), Torrecilla, Alhagüeces (Zarzadilla de Totana) and Zarzalico.

In 2014 we launched another bonus of up to 80%, from which another 1,320 families benefited, on an area of ​​33.4 million square meters.

In 2017, we approved an 80% drop in IBI to 464 families that owned 672 homes in 25 Lorca enclaves.

We are talking about a municipal line of work to help families to whom we have to continue, establishing new measures.

For this reason, we propose for 2020 the approval of a new 80% bonus on pending development lands within the urban center of rural areas.
