Lorca The PP aims to "reward" with 600,000 euros in public funds to developers who breached the covenant of Carmen (13/07/2016)

The deputy spokesman of the Municipal Group United Left-Greens in the city of Lorca, Pedro Sosa, today denounced the intention of the Popular Party to "reward" with 600,000 euros of public funds to the promoters of a planning agreement which breached its obligations to the consistory.

With this grant the owners of the former Carmelite convent of San Indalecio, attached to the church of Carmen, a private center will enable vocational training and university studies.

In that sense, Sosa has shown his surprise because the team PP government repeatedly regretted that the City has to pay back the money that the promoters of several planning agreements approved in 2005 claim after the regional government of his party fails to comply with administrative procedures on time, and that, however, "not only hold accountable the promoters of the agreement del Carmen for the damage done to the interests of the municipality but also going to give them one hundred million pesetas money of all Lorca to boost private business. "

Councilman IU-Greens, recalled that his training already denounced in 2012 the conditions of the agreement rehabilitation and conservation of the environment of this old convent, whereby developers could build 34 new homes and committing themselves to the urbanization of the surrounding square and the transfer of part of the City completely restored cloister.

He did so after torrential rains of 2012, which caused the collapse of the building in deplorable conditions prior to floods and earthquakes of 2011. At that time, the then Town Planning, José Joaquín Peñarrubia (PP) , he pledged to implement the guarantees provided by the company to complete the development works of the partly owned by the consistory.

Peñarrubia said that the promoters were solely responsible for any damage in this part of the cloister and the municipal officers had issued contrary reports to the reception of works by finding them "incomplete, deficient and not adjusted to the project approved by the City."

Therefore, in 2012, and they had been granted the certificates of occupancy or had received the development works, according to the mayor of the PP.

Sosa, who has shown pictures of the current state of the building and its surroundings and has noted that developers still do not meet their commitments, has demanded the government team PP to clarify whether finally were granted the certificates of occupancy and when, if the the works council received without the conditions of the agreement, especially the urbanization of the square and rehabilitation ceded part of the consistory cloister, and if this is finally the owner of this part of the building were met.

He has also claimed the PP mayor, Francisco Jodar, to explain how it intends to address compliance with the agreement twelve years after approval and if local government is able to implement the guarantees provided by the company to complete the works.

In this regard, Sosa said that "IU-Greens we strongly oppose the breaches of the promoter are to be resolved at the expense of public funds and for more mockery, we are citizens who meet area a private business that will not incorporate a new tourist resort to historical and cultural heritage of the city or to comply with any public utility. "

On the other hand, Pedro Sosa has criticized the passivity of the government at the time to require owners of listed property and protected their conservation obligations.
