IU-Verdes Lorca asks for explanations to Jódar for international trips that promoters of Cope Marina say to have paid him (10/11/2016)

The Councilor of the United Left-Greens, Gloria Martín, today demanded the mayor of the PP, Francisco Jódar, explanations on the trips made in 2008 to Egypt and Costa Esmeralda, after the Association of Owners of Regional Action Actors Marina de Cope ensure that they were paid by urban developers.

After the Superior Court of Justice of Murcia confirms the environmental protection of Calnegre-Cope, and annul the urbanization procedures promoted by the Government of the Autonomous Community of the Region of Murcia and the Town Councils of Águilas and Lorca, this association of owners Is claiming € 14 million (€ 14,121,630), which includes the costs incurred for the implementation of this urban action.

These owners, only a part of those affected by the cancellation of the AIR, are, curiously, those who had the most financial muscle, to the point of being able to advance 7.9 million euros for the project.

Now they demand an indemnity amount for a series of works that, they affirm, were "ordered in favor of the Consortium".

These expenses, which have nothing to do with procedures for urbanization, are accredited in an expert report referred to an opinion of the Legal Council of the Region of Murcia.

They include, among others, trips to Costa Smeralda and the Red Sea, meals, visa card fees, hotel or English and German language studios.

All for commercial interests but disbursed to the benefit of the consortium according to said report.

Martín described as "very serious" that public posts of the regional administration and the municipalities of Lorca and Aguilas, members of a public law entity, could have benefited from different gifts, paid by private owners of Marina de Cope.

Promoters on whose particular interests these public positions had to make decisions later in their respective municipal plenaries and in the Governing Council of the Region of Murcia.

"That traveled is clear," says Martin.

And in January 2008, the regional media echoed a trip to Egypt by the then Tourism and Consumer Counselor of the regional government, José Pablo Ruiz Abellán, and Francisco Jódar and Juan Ramírez, mayors of Lorca and Aguilas respectively.

The purpose of the trip was to "look for ideas for Marina de Cope", and in the same were accompanied by members of the Association of Owners of the Action of Regional Interest.

Then other Mediterranean destinations were reported to the Murcian delegation in the near future: Greece, Turkey, Tunisia, Morocco ... In fact, on September 23 of the same year, they again traveled, this time to Costa Esmeralda, to Study its urban management model.

They were also accompanied by members of the Association of Navy Owners of Cope.

Martín explained that, to this day, "no one has denied this association and we believe that what they credit is serious enough for someone to come and give explanations about who benefited from those trips and other possible entertainments, and Who paid for these sumptuary expenses. "

In that sense, the mayor of IU recalled that Jódar, who enjoyed these trips with the promoters, could compromise with it their impartiality, subsequently had to make decisions on administrative files in which these promoters had a clear and manifest interest.

In December 2008, the year of Jódar's travels, the Popular Party promoted in the municipal plenary the provisional approval of the modification of the General Plan for the development of the project "Marina de Cope", whose final approval took place in October Of 2011.

Martín also referred to article 54.6 of the Basic Statute of the Public Employee, which states that "any gift, favor or service on advantageous terms that goes beyond normal, social and courtesy uses shall be rejected, without prejudice to Established in the Penal Code ".

"If this is required of public officials, how could it be understood that whoever governs the local administration and must therefore maintain an exemplary attitude could have participated in the party paid by the lords of the pelotazo and speculation," said Councilor of IU-Greens.

Gloria Martín also asked for explanations for the situation in which the Consorcio de Marina de Cope is currently, whose dissolution was announced in March 2011 by the then councilor of Urbanism of Lorca, Francisco Garcia.

However in 2014, Enrique Ujaldón, then director general of the Tourism Institute, ensured that the consortium was maintained and, to this day, remains in the Inventory of the public sector of the Autonomous Community which can be accessed from the transparency portal Of the Region of Murcia.

"Explain what expenditure continues to generate a consortium on public coffers on which concealment and lack of transparency reign."

And is that since 2013 the entity is not subject to audits.

In 2014, the company in charge of doing so stated that the Annual Accounts for that year were not made available to it, so that the audit could not be carried out.

There are also no inspections between 2005 and 2009. And in 2010 and 2011 the audit teams could not express an opinion on the General Account because the consortium was not provided with the necessary accounting information, breaching what is established in the Order of the Ministry of Economy And Finance regulating the accountability of entities, companies, foundations and consortiums of the Regional Public Sector.

"What have the councilors been doing with the body responsible for developing the Lorca coastline? Why is that hiding and lack of transparency? What do they have to hide? How much money has it cost the public coffers something that has not served to Nothing, except for some to have known the world? "Asks Martin.
