IU-Verdes Lorca denounces that the early warning system in case of avenues is out of service (17/11/2016)

The Izquierda Unida Verdes-Lorca councilor, Gloria Martín, has warned that, in the middle of the rainy season, the Segura Hydrographic Confederation (CHS) keeps the Automatic Hydrological Information System (SAIH) inactive, the early warning platform in case Of avenues.

SAIH is an information system responsible for capturing, transmitting in real time, processing and presenting data describing the state of the basin, including knowledge of the water regime along its river network and the state of the main hydraulic works And the control devices in them.

This situation already occurred last year, when the service ended and had to wait for several months to go to competition and be re-adjudicated to work again.

It is a system that has been a very important advance in both water management and flood forecasting.

Martin explained that the poor management of the basin organization in this regard "seriously prejudices the prevention of overflows of channels in the event of heavy storms" and "prevents informing civil protection agencies and citizens of situations of grave danger" that in Lorca , He recalled, have caused human losses.

"Unlike what happens in the rest of Spanish watersheds, faced with an avenue situation, the security forces, the City of Lorca and the citizens themselves, will be blind in making decisions concerning the protection of The people and the public and private assets, "said the mayor of IU-Greens.

Martín said that the CHS has invested 15 million euros in the implementation of a system that is currently "out of service" and recalled that, according to the basin organization itself, the alerts launched by the SAIH during the flood of San Wenceslao , In September 2012, allowed to control the flow of the avenue and stop an authentic freshwater tsunami that would have caused a catastrophic flood in the urban nuclei, as well as to keep on alert to the managers of emergencias of the affected populations.

"If that were to happen again now, we would be absolutely unprotected," he said.

Doubts about the system

However, Gloria Martín raised "serious doubts" about the data provided by the SAIH in "very sensitive" moments as in the heavy torrential rains that occurred on September 28, 2012. As reported by the mayor of IU-Greens, the website of The CHS reported that day of precipitation in the ravine of Nogalte of 363.97 m3 / sec at 14:00 hours.

A few days later, on October 3, the data were modified on the website and reported that that day, at the same time, the rains actually left 2,356.71 m3 / sg.

In this regard, Martin has asked what is due a dramatic variation of almost 2,000 m3 / sec in rainfall data and how it is possible that the meters offer so much uncertainty.

He also asked to clarify whether this error in the measurements affected only the data published on the CHS website or also the information received in real time by those responsible for the confederation.

"If they saw the same data that the citizens had access to, we would face a very serious problem of insecurity due to the underestimation of possible dangerous floods."

Perhaps because of this, the CHS was forced to expand its alert sensor network in 2013 with an investment of four million euros in the "sentinel system" of the basin, now inoperative.

Therefore, the Councilor of IU-Greens urged the CHS to the immediate recovery of the service prior to its comprehensive review to make it a "really useful and reliable" tool.

He also called for the possibility of incorporating an alert system, via SMS, to citizens in case of alert for avenues, "which could also be implemented by the corresponding agencies in cases of strong earthquakes or forest fires threatening housing" .

These are messages that are costless to their recipients, who are not affected by the congestion of mobile telephone networks, since they use a different frequency, and have already been successfully tested in other parts of the world in the face of extreme natural phenomena .
