IU-Verdes Lorca will take to the plenary an initiative that allows to diagnose cancer and serious illnesses in less than a week (22/11/2016)

The Councilor for this training, Gloria Martín, will request the implementation in the Health Area III of Rapid Diagnostic Units, which work successfully in other autonomous communities, and a Home Hospitalization service.

It will also request palliative care for minors 24 hours a day, every day of the year

Izquierda Unida-Verdes will present a motion to the Ordinary Municipal Plenary of November so that the City Council of Lorca urges the Regional Ministry of Health of the Region of Murcia to the implantation, in 2017, of a Unit of Rapid Diagnosis and of a service of Home Hospitalization In Area III of Health.

The councilor of this training, Gloria Martín, who will defend this initiative, has ensured that with the incorporation of these new benefits into the portfolio of services of the public health system, its users will enjoy alternatives to conventional hospitalization and "important advantages" In addition to reducing hospital admissions, waiting lists for tests and consultations, and considerable savings for public coffers.

About the Rapid Diagnostic Units (UDR), Martin explained that they allow the outpatient study of patients with potentially serious conditions with a minimum delay time.

Its objective is to diagnose cancer and other diseases in a time that is between 72 hours and a week, against the endless waiting lists for consultations with the specialist who, in Area III Health, exceed in a high percentage the One hundred days.

To this must be added the time that elapses between the first visit, the tests and the consultation to know the results, which can delay the diagnosis by about four months.

The URD, made up of a doctor specialized in internal medicine, a nurse and an administrative assistant, attends patients derived from Primary Care (PA), ER or other medical specialties.

The mean time of conclusive response in the rapid diagnostic units successfully implemented in the health services of other autonomous communities is six days, requiring less than two visits per patient.

About 20% of its users have been diagnosed with some type of tumor, mainly lung and digestive neoplasms.

Patients with cardiovascular pathologies, systemic diseases or infections have also been treated.

Only one-third of the patients did not need follow-up at the Hospital.

On the other hand, Hospitalization at Home (HAD) is also an alternative to conventional admission through a system where patients receive treatment, health care and are subjected to medical tests in their own home, which generates innumerable advantages .

In the case of the patient and his family, the habitual environment of the sick person stimulates the recovery process and reduces the risks of yatrogenesis and nosocomial infections.

In addition, it provides individualized care, enhances the patient's functional autonomy, accelerates their insertion into social life, increases their well-being, comfort and intimacy and improves the stability and preservation of the family structure by involving their members in patient care , Thus contributing to decrease feelings of impotence and increasing those of utility.

It also decreases family expenses by avoiding travel.

For the health system, HAD, a voluntary hospitalization regime, entails considerable savings in public spending.

Several studies on its operation conclude that the average cost per stay in Home Hospitalization is between three and six times cheaper than that of the hospital.

Currently, the cost of a patient's admission to a Murciano Health Service hospital ranges from 600 to 900 euros per day.

The implementation of the HAD would entail "a rapid amortization of the service and the commitment to a strategic model in health management where the cost-benefit ratio is high," Martín said.

The HAD units are made up of doctors, nurses, physiotherapists, nursing assistants and administrative assistants, who form a multidisciplinary team that must guarantee health care 24 hours a day between the scheduled activity of tomorrow and the regime of located guard.

Among the types of pathology likely to be treated through HAD are oncologic, especially in the palliative phase;

AIDS;

Obstructive pulmonary diseases;

Kidney and urinary tract;

Simple pneumonias;

Bronchitis or asthma;

Early rehabilitation of strokes;

Or specific lines of work such as enteral and parenteral nutrition.

The mayor of IU-V ensured that the home, with adequate sanitary and social support, is, in many cases, the best therapeutic place and the most desired option for the patient and his family.

In fact, surveys carried out with respect to the home hospitalization units that already exist in the Region of Murcia show that 98% of the users of this system are satisfied with their choice and, in most cases, they return it to Request if they need a new hospital admission.

"The lack of this service in Area III Health, which does exist in Murcia and will be launched soon in Cartagena, breaks the principle of equity that should govern our health system," said Martin, so IU will ask to be Extend also to the Guadalentín valley.

Pediatric Palliative Care

Gloria Martín announced that they will also ask in the Municipal Plenary to urge the Ministry of Health to update and implement the Regional Plan for Palliative Care and specifically to be donated to the Pediatric Palliative Care and Home Hospitalization of human resources And materials needed to guarantee palliative care 365 days a year and 24 hours for children suffering from terminal illness or disability.

In the Region of Murcia 190 children are suffering from a terminal illness that requires palliative care to help them and their families face the course of their days and, above all, the final stage of their lives.

Currently, SMS does not have Pediatric Palliative Care 24 hours a day, 365 days a year.

From 9.00 pm to 8.00 am on weekends and public holidays, 112 is the one that covers the care, through the professionals of the emergency and health services of the 061, both in the agony phase and in others Which require priority attention to these children, "which prevents the provision of complete, comprehensive and coordinated care in their own home," said the mayor of IU-Verdes.
