The constitutional principles of equality, merit and ability are absent in the recruitment of staff in the city of lorca (24/11/2016)

The hard criticism that the Municipal Group of IU-V has recently made to LIMUSA's personnel recruitment policy, which is pending resolution of an appeal filed by IU-V and the PSOE against the bases of the last Call for eight places for different jobs in the public cleaning company, now extends to other departments of the City of Lorca, specifically the council of employment.

The councilor of IU-V, Adoración Peñas, has indicated this morning that with some regularity and more often than desirable we get complaints from people who would like to be part of the selective processes of the places offered by that council and are rejected by The "peculiar" bases that are elaborated by that council to participate in the different selective procedures.

The last two cases that have reached IU-V, points out Councilor Peñas Marín, could involve an illegal and illegal restriction of essential principles in the hiring of public employees, such as "the right of access to public employment" and "free Concurrence in the selective processes ".

This implies, in the opinion of the mayor of IU-V, that the constitutional principles of equality, merit and capacity could be in contravention of the Constitution (Article 103 of the Spanish Constitution).

The first of these cases refers to the recruitment of two places of social worker by the Department of Employment through two different processes.

In the first of them, a limitation of age was established to go to the place fixed in 35 years, which is mysteriously reduced to 30 years in the second of the squares, leaving out of the way some aspirants who are obviously harmed in time Which objectively is also prejudicial to the public administration itself in that restricting the personal choices of several applicants could be left out of the square the people most prepared for it.

The other case has to do with the call for a selective process for the hiring of an environmental technician.

This call has limited access to applicants only to those who hold a bachelor's degree or degree in Environmental Sciences, which has motivated the challenging of the bases by the Official College of Biologists of the Region of Murcia, which in a Written well argued argue that the profile of environmental technician are perfectly given by graduates in biology.

Adoración Peñas maintains that the decentralization of these bases in the different councils and public companies makes that the approval of the same does not pass through the Town Hall, and this added to the lack of calls of the different municipal commissions, make impossible a follow up of These bases by the different political groups.

In this sense, the councilor of IU has advanced that they will bring a proposal to the Plenum of the City to solve these cases and to ensure that access to public employment is strictly aligned with the principles of equality, merit and ability.
