The Councilor for Recruitment in the City of Lorca, Juan Francisco Martinez, this morning made a balance of the awards of work carried out by the Consistory in the last 2 years.
Edil has anticipated that 3 out of 4 contracts have been awarded to Lorca companies, which is a concrete incentive to contribute to the economic dynamism of the municipality, and which is reflected in the possibilities of generating new jobs.

Martínez Carrasco has indicated that during this period has been completed the award of a total of 129 works, which have meant a total investment of 17,109,627.64 euros The Councilor for Procurement has explained how the process of public procurement carried out by the City Council .
This includes 3 types of contracts, such as works, service and supply.
For this, 3 types of procedure are established:
Open: includes any bid amount and is named so because it is open to all companies to submit bids.
Negotiated: for amounts below 200,000 euros in works and 50,000 in services or supply.
The Consistory invites the bidders to attend the process.
Minor contract: for amounts below € 50,000 on site and € 18,000 in service / supply.
The City Council has more internal legislation even than the LCSP, and supposes that for these cases the following:
Expenses in small works <5,000 € a budget.
Expenditure on works <12,500 € and services / supplies <10.000 € memory / project + 3 budgets (at least).
Expenditure on works <50,000 € and services / supplies <18,000 € memory / project + minimum of 3 budgets + JGL motion
The Councilor for Procurement has detailed that the award processes combine technical and economic criteria:
In the economic field: The most advantageous offer (free from low recklessness).
A reckless casualty is determined by the municipal technicians, and is considered such an offer considered disproportionate and does not make viable the execution of the work / service / supply.

• If there are proposals for lowering, a Bureau 4 is established, which reports on a technical report evaluating them (whether or not they are accepted by the technicians), and takes the proposal of award to JGL that considers both proposals .
