The new PEPRI eases the conditions for rehabilitating housing in the historic center, creates a new level of protection and generates a single area of ​​action (05/12/2016)

The document aims to allow the installation of elevators, to implement new services and to create larger houses, adapted to the needs of families.

It will proceed to review, update and improve the catalog of protection, its files, as well as urban and archaeological regulations.

The PEPRI covers 56 hectares and 310 properties cataloged.

Any action on houses or buildings in this area will require a prior justification report.

The new PEPRI is committed to reorganizing and defining a new detailed and rigorous catalog of the historic buildings.

This action includes that about 50 buildings will vary the degree of protection they now have, in some cases will rise and others will fall, adapting to their real state.

It is a question of modifying the degrees of protection of these constructions and defining a new one, denominated grade 4, for certain properties that require concrete actions.

This variation will apply both to spaces and to urban elements cataloged.

The works are aimed at analyzing, revising, modifying and updating the lists that make up the current catalog in order to obtain a useful, up-to-date, comfortable, orderly and effective work tool for both administration and individuals.

It will have new technical and graphic documentation that reflects the work developed in the last years, such as emergency actions, and degree of affection by earthquake, among others.

New cards will be created for those elements of an individual card, as is the case of nobility shields, which will be included in the BIC catalog.

A single tab will be written for each item cataloged which will include all the information.

Lists of Cultural Interest Assets (BICs), Classified Goods for their Cultural Relevance, Inventoried Goods, Cataloged Urban Spaces, Cataloged Urban Elements, Cataloged Urban Perspectives and Views and Protected Items on Non-Cataloged Goods shall be established.

A new delimitation for PEPRI

The City Council proposes to analyze exhaustively the current limits of PEPRI to solve the problems that have been generated in the scope of the scope of action, due to incompatibilities generated in the overlap of areas of action with approved planning with the current limits of PEPRI, as well Such as partition walls, which occurs in several blocks.

It is planned to create the figure of the sphere of influence, or buffer zone, as a transitional space between the strict scope of PEPRI itself and the scope of the General Plan, with the application of particular regulations of aesthetic conditions and composition of volumes, Para This proposes a new delimitation that extends the scope as follows:

The southeastern boundary up to Juan Carlos I avenue, covering all the road from the oval of Santa Paula to the avenue of Santa Clara, and also including the scope of protection of the whole castle.

To the northwest, overlooking the San Miguel river to the delimitation of the river Guadalentín, the motorway and the district of San Lázaro.

To the southwest it is proposed to extend to the hermitage of San Lázaro, including its remains and the archaeological ones that could exist.

It is planned to include in the new PEPRI the upper quarters and the whole castle, in addition to defining a single area of ​​integral action, ending with the current sectors I and II.

It should be remembered that the area under PEPRI regulations includes 139 inventoried goods, 109 cataloged goods and 62 Assets of Cultural Interest, representing a total of 310 cataloged properties.
