The Government includes a 50% bonus on IBI payment for those affected by earthquakes within the State Budget Project for this year (06/04/2017)

Almost 44,000 Lorca will benefit from a 50% reduction in the IBI for the fourth consecutive year in 2017, which for this year is added to the 8% reduction made by the City after achieving a reduction of the cadastral values ​​that has already led to a General drop of 8%, which translates into a saving for all Lorca of € 1,800,000.

To this figure must be added approximately 7.2 million from the 50% bonus now envisaged by the Government of Spain.

The Mayor of Lorca, Francisco Jodar, together with the Councilor for Economy and Finance in the Municipal Consistory, Fulgencio Gil, has reported that the Government of Spain has included in the Bill of Budgets for the next year to extend the bonus for the payment of Real Property Tax (IBI) of real estate located in the zone of maximum affection of the earthquakes of 2011. This is the result of the intense work that has been developed by the Mayor, and has been channeled by the Senator Lorca Fulgencio Gil.

This bonus of 50% is also extended to the quotas of the Tax on the Increase of Value of Urban Land for the transmission of real estate.

The Draft Law on General State Budgets has included this measure within the additional provision eighty-fifth called "Tax on Property Tax for Lorca".

Through it a bonus of 50 percent of the assessments of the Real Property Tax for the 2017 fiscal year is granted, with the same requirements established for the exemption regulated in this Tax in article 12 of Royal Decree Law 6/2011, Of 13 May, which adopted urgent measures to repair the damage caused by seismic movements on 11 May 2011.

As expected, the bonus will be applied to the fee resulting from applying.

The reduction of income that this provision produces in the City of Lorca will be offset against the General State Budget, in accordance with the provisions of Article 9 of the consolidated text of the Local Finance Regulatory Law, approved by Royal Legislative Decree 2/2004 of 5 March.

Thanks to this measure, almost 44,000 Lorca will benefit from a reduction of 50% in the IBI for the fourth consecutive year in 2017, which for this year is added to the 8% drop made by the City after achieving a reduction of cadastral values Which has already led to a general decline of 8%, which translates into a saving for all Lorca of € 1,800,000.

The efforts made by the City Council have resulted in the loss of nearly 72 million euros in the earthquake victims in 2011, enjoying a total tax exemption of 3 years and a further 4 (including the current one) in which only Has to pay half of it.

It should be noted that in the event that the General Budget Law of the State for 2017 enters into force with a date after the accrual of the Real Property Tax, this measure will be applied retroactively.

In the case of the bonus in the Tax on the Increase of Value of Urban Land, a 50% bonus will be granted, which will be applied to the quota resulting from applying, if applicable, the other legally provided bonuses.

2017: less tax and more tax advantages.

This advantage in the payment of the IBI is in the application of concrete measures by the City to stimulate the municipal economy and benefit to entrepreneurs and citizens of general form.

For self-employed and SMEs a bonus of the Economic Activities Tax is maintained for those who start any business or business activity: 50% the first year and 30% the next four.

Lorca, moreover, saved over this year more than 2.6 million euros thanks to the decline of the IBI and the receipt of water.

The car stamp, construction tax, garbage collection rate and crane fee remain frozen.

The reactivation of the Historical Center is also promoted through a 75% ICIO bonus for construction, renovation, rehabilitation and adaptation of all types of real estate (housing, offices, commercial premises) in the PEPRI area.

In this same line, an extension of the exemption and bonus regime in the ICIO (95%) and the rate (100%) to allow citizens to rebuild or rehabilitate buildings affected by earthquakes can be affected. The car seal , The construction tax, the garbage collection rate and the crane, will remain frozen, as the rise in the CPI will not be applied.
