IU-V: The PP wants to introduce an IBI "à la carte" in the new urban floors of the general plan (26/04/2017)

The Spokesman of the Municipal Group of IU-Greens in the City of Lorca, Pedro Sosa, has advanced the critical position of his training against the pretense of the local government of the PP to approve in the next plenary a modification of the current fiscal ordinance of the IBI , To implement a bonus of this tax to a multitude of urban soils of rural nucleus and of urban soils not consolidated in different districts of Lorca, which were reclassified at the time by the General Plan.

The Councilor of IU-V maintains that already in 2008 his political group brought a motion to the Plenary so that the land that had been reclassified unilaterally by the City of Lorca, without its owners, and often against their express intention Including them in urban agreements in which they did not agree, were treated fiscally with a bonus of the urban IBI that reached 90% of that tax.

All this in accordance with the provisions of article 76 of the Local Finance Law.

The PP agreed in that plenary to study the UI proposal, and as a result of it, granted a subsidy of the IBI to these soils that reached only 35% of the tax, but thanks to which many Lorca contributors began to pay less IBI.

In that motion of 2008, Sosa recalls, IU-V stated textually that "the beneficiaries of the proposal should exclude landowners from land included in urban development agreements, except for those who have been forced to introduce their property in contraventions his will".

But, says the Councilman of IU-V, what the PP government now intends to do, after years with governments of the PSOE and with PP governments doing an "a la carte urbanism" that is costing millionaires to Lorca, is to do A tax rebate also to the letter.

In that sense, IU-V will demand in Plenary that this bonus increase be increased to the legal limit of 90% provided for in the Local Finance Act for those landowners reclassified at that time to urban that did not agree that their Land was included in that gigantic wave of urbanistic speculation that characterized the local politics of the moment, but that in no case this bonus reaches landowners who - via an urban agreement or via secret negotiation with the political power of the moment - opted for the Reclassification of their land to hit urban development.
