Lorca invests 3.6 million euros to improve aesthetically and environmentally the waste management center of Barranco Hondo and triple its treatment capacity (21/07/2017)

It is a global modernization project with the aim of providing the city with the best prepared facilities in the entire Region.

It includes an investment of 3.6 million and includes the construction of a new deposit of 1.5 million cubic meters, classroom, offices, perimeter tree and rainwater recovery.

The Mayor of Lorca, Fulgencio Gil, and Deputy Councilman Limusa, Juan Francisco Martinez, has reported that the city faces in the next 12 months the transformation of its Center for Waste Management on the basis of two parallel objectives: economic and The environmental environment, resulting in the most sustainable sustainable development option for an installation of these characteristics.

This is the construction of the third cell of the discharge vessel plus the auxiliary facilities and adoption of environmental and landscape measures for its integration into the environment.

The First Edil has stated that this project is part of the ambitious battery of investments that are being made by the Municipal Executive to make available to Lorca all the equipment and infrastructure that this new Lorca needs.

To date, we have been able to count on modern security infrastructures, such as the new National Police and Civil Guard barracks, as well as starting the development of the new central round, with its fourth section already in service.

We are also investing tens of millions of euros to improve our streets, neighborhoods, squares and green areas, thanks to regional government funding, as well as advancing our new Congress and Fair Center.

We are talking about equipment that allows Lorca to grow and underline its special role and strength as head of county and subregional capital.

We are an unquestionable reference city, which now needs modern facilities, maximum respect for nature and safety for the management of urban waste.

The Mayor has affirmed that this action completes the investments that are being made by Limusa to improve the cleaning and treatment of waste in the city.

In fact now Lorca will also have a new Logistics Center which will involve an investment of 1.5 million and will allow the company to gain in operation and efficiency.

It will stand on a plot of 15,143 m2, will have dressing rooms perfectly equipped for workers, a large covered hangar for the mobile park and allow the transfer of the current municipal tank of vehicles.

The Mayor explained that the installation will count on a single project with the construction of the new vessel for the discharge of non-hazardous waste rejection, the sealing of the current one (cell 2), the extraction of leachates, the construction of accesses and gutters, the raft Of rain, renovation of lighting, construction of an administrative building and the acquisition of a new waste loader.

Celda 3 is the name of the new flushing vessel with ground capacity of 1.5 million cubic meters, which is three times higher than the one currently being offered for tender in 2007, not ending its useful life as it can grow vertically over the Zero sum in the shape of a mound.

In fact, one of the environmental innovations will consist of the future overlap of its sealing with that of cell number 1 (the original 1999) to minimize visual impact on the ground, which will resemble a single hill.

It has been possible to take advantage of the available space since the beginning of the activity almost two decades ago so that the landfill has the greatest possible capacity and optimize its useful life to the maximum, at the same time that we integrate it in the environment.

It is also intended to avoid a hypothetical environmental problem by minimizing the generation of leachate.

To do this, it has been chosen to divide this new landfill into three subcells of work, so that the filling will be done in phases, working only on a third of the skill surface and up.

In this way, the biological certainty is taken that the more surface area is left in the open air during the process, the less leachate the ones that are left underground.

It is a technique that constitutes an important advance, since in the other two vessels constructed the total surface was covered by layers.

Another outstanding feature of the project is the integral improvement of the landscape image and aesthetic presence of the Waste Management Center in its surroundings of Barranco Hondo.

The sealing works of cell 2 guarantee the presence of a vegetal cover thanks to the water contribution of the irrigation by dripping.

The water used will come from the own precipitations that occur in this site thanks to a new system of collection and storage of rainwater that will enable self-sufficiency of the perimeter.

A raft, expansion of existing, will collect clean water that arrives through a system of pipes and pipes.

This water will supply automatic irrigation in all vegetation sectors, both the sealing flora of the landfill as well as the garden areas and the natural perimeter of the facilities.

This area will be entirely made up of cypresses and will have a perimeter fencing with metal mesh.

The current vegetation will not be lost during the works thanks to the execution of a complete reforestation planning program.

Also by environmental criteria and economic efficiency will be modernized the entire luminaire of the enclosure, happening to count on technology led, obtaining a considerable reduction in the consumption of electrical energy.

These criteria not only maximize, in terms of capacity, the available space, but also minimize the cost of the cubic meter of waste dumped.

The project also includes, as a complement to the heart of the works, the extension of the access area and the administrative building, of 264 m2 on the ground floor, which will include offices, control and access area, warehouse, toilets, showers and rest of Dependencies;

And will integrate the classroom of environmental education and education, while it will have a room for visitors, without having to transit through the interior of the industrial area as before.

Tender process

The bidding process, subject to the strict guarantees of a contract subject to harmonized regulation, began in October 2016 with the publication in the Official Journal of the European Union (DOUE) of the tender for the work, following the normative specifications of publicity At continental level given the typology of the work.

26 construction companies were offered, with 17 finalists remaining in the economic proposal stage, which complied with the technical and administrative specifications of the tender dossier.

The profile of the signatures presented to adjudicate the construction of the new cell and sealing the current one, along with the rest of complementary infrastructure, has been consonant with the magnitude of the same, with a starting price on project of more than 5.5 Million euros before VAT, opting to be awarded the main civil engineering companies operating in our country.

The project has been awarded at € 3,584,277.19, before VAT.
