Lorca hosts an emergency drill on Thursday involving 1,000 people including UME personnel and Security Forces and Corps (19/09/2017)

The City Council anticipates the celebration of the event so that the citizens have knowledge of it, as well as the size of the device, avoiding confusion and unnecessary alarms.

The Councilor for Emergencies in the City of Lorca, Juan Miguel Bayonas, has informed that next Thursday our municipality will take a unique simulation in Spain of level 2 of simultaneous emergency by flood and earthquake.

This is a joint operation that will have as main scenarios the facilities of the former Bertrand factory, deputation of La Torrecilla, Integral Center for Security and Emergencies, south round and reservoir of Puentes.

Juan Miguel Bayonas has explained that it is the first exercise of this type in which two civil protection plans are activated and, due to their relevance, requires the intervention of state media.

About one thousand people, including 400 military personnel, will participate in it.

We want to transfer this information to all citizens so that they are aware of the accomplishment of the mentioned activity and avoid in this way to give rise to possible confusions that could lead to unnecessary alarms.

The Level 2 drill is organized by the Autonomous Community and the Emergency Military Unit (UME), and has the collaboration of the municipalities of Lorca, Puerto Lumbreras and Mazarrón.

The Presidential Adviser, Pedro Rivera, explained that "this is a unique simulation in Spain, in which we will respond to an emergency of grave consequences due to floods and earthquakes."

Rivera said that the operation, which has already begun today, "will involve the activation of civil protection plans for floods and earthquakes (INUNMUR and SISMIMUR), and it is the first time that it is carried out by activating both simultaneously , which is a challenge for all the emergency services and agents involved in a situation of this type.

In addition, in the case of the Military Emergency Unit, this is the yearly exercise of full battalion training, and in this case, Battalion III based in Bétera (Valencia).

The counselor stressed that the primary objective of the drill is "to train the capacities of attention and coordination in the face of a major emergency that involves the allocation of essential public services and the participation of practically all the governing bodies of the Community."

In total, about one thousand people will be mobilized, of which 400 will be soldiers belonging to Battalion III of the Military Emergency Unit, to which will be added personnel and means of the regional Administration, firemen of the Consortium of Fire Extinction with base and Rescue of the Region of Murcia based in Lorca, as well as the municipalities of Murcia and Cartagena, Red Cross volunteers, officers and means of the Civil Guard, National Police Corps, specialized Civil Protection rescue teams, professional colleges of Architects, Surveyors, Road Engineers and Psychologists, among others.

The simulation establishes during the days 19, 20 and 21 of September an episode of heavy rains in points of the interior of the province of Almeria, as well as of the south and west of the Region of Murcia, being especially virulent in the zone of Lorca and Port Lumbreras, where major floods will occur.

At the same time, on September 19, an earthquake of magnitude 5.1 will occur on the Richter scale, whose epicenter is located near Lorca, with later replicas in Lorca and Mazarrón.

The consequences of both episodes will force the Autonomous Community to activate the Civil Protection Plans for Floods and Earthquakes at its level 2.

On the morning of the 21st, the simulation will take place in Lorca and Mazarrón, establishing the Operational Coordination Center and the Advanced Command Post at the Integral Security Center.

Throughout the simulation, actions will be developed such as vertical rescue, search in inland waters and containment works in the dams and reservoir of Bridges;

search in areas of difficult access in the Tajo-Segura channel;

activation of the Self-Protection Plan by slope slope in the Lorca tunnel;

protocols of action for collapse or damage to roads;

activation of the Building Damage Assessment Protocol;

and protocols for reactivation of essential services such as energy, gas, drinking water or mobile telephony.

Also, works of search and rescue in buildings;

activation of the Health Sector Plan;

activation of the Shelter Plan with deployment of camp, affiliation of affected and installation of the same;

activation of the Extreme Hydrometeorological Episode Communication Protocol with the Segura Hydrographic Confederation;

exercises of integration of communications and means between the Autonomous Community and the EMU and activation of the Protocol of Communications.
