IU-Greens demands an earthquake emergency plan, homologated, participatory and constantly updated (20/09/2017)

However, he criticized that, to this day, Lorca does not have a real Territorial Municipal Emergency Plan, participatory, that guarantees the coordination of municipal resources in the event of a natural disaster.

Martín said that, despite the provisions of the Special Plan for Civil Protection against seismic risk in the Region of Murcia (SISMIMUR) -Homologized by the National Civil Protection Commission on October 29, 2015, and approved by Governing Council on December 2, 2015 - Lorca does not have a Plan approved by the Civil Protection Commission of the Region of Murcia and approved by the Town Hall Plenary.

In that sense, he recalled that, according to the analysis of seismic risk in the Region of Murcia, all municipalities could suffer earthquakes with an intensity equal to or greater than VII and therefore, have the obligation to draw up their Plan of Action against the Seismic Risk, in accordance with the provisions of articles 14 and 15 of Law 17/2015 of July 9, of the National Civil Protection System.

This document should have at least an estimate of the vulnerability of the dwellings and the damage estimated both in the population and in the buildings, as well as with an adequate organizational structure.

Specific means and resources should also be listed for the implementation of the necessary activities in the event of a new earthquake.

However, in Lorca there is not even an updated list of municipal and private resources and resources available for evacuation or health care.

Neither is there a relationship of the elements at risk, nor have the facilities been determined that, due to their activity and their implementation in areas of greater risk, must be provided with a Plan of self-protection.

Today, municipal officials also do not know what they would have to do if a tragedy similar to that of 2011 is repeated. "There is no established protocol of action that specifies the operational centers of command, nor the responsibilities and obligations of each of the workers of the City Council, who six years ago had to improvise a center of attention to the victims in the middle of Spain.

For Martin, it is urgent that public servants can be guided by a mechanism of action in the face of possible emergencies, with the capacity to serve the threatened population and, as far as possible, reduce the damage that may occur to essential goods and services.

The mayor of IU-Verdes said that, unlike what was said in the seminar 'Lorca resilient', the PP municipal government team seems to have learned nothing of the earthquakes of 2011.
