The consumer alert system warns of the risks presented by two children's toys and a costume beard (13/10/2017)

The City Council also moves a series of recommendations to follow for the purchase of costumes and accessories for the celebration of Halloween.

The Councilor for Consumer Affairs at the City of Lorca, María del Carmen Ruiz, has reported that the digital alert service launched by this management area has reported in the last days 3 notices related to so many products whose use may constitute a risk to users.

All the lorquinos interested in knowing this information can obtain it acceding to http://www.sanidadyconsumo.lorca.es/alertas.asp

The Edil de Comercio has explained that, in the first case, it is a beach toy with different accessories such as shovel, rake and bucket in different colors, which has been made by the Toinsa brand (model item number c29).

This article constitutes a risk to the safety of the child population, since in carrying out the relevant impact test several parts of the toy are partially detached, which, after performing the necessary tensile test on the piece partially detached, reducing to small pieces, other pieces generate small fragments in turn after the test of traction.

The closure of the product packaging is also a small piece, so they do not comply with the regulations applied and means a risk to the safety of the child population due to real possibility of suffocation.

Ruiz Jódar has translated that the second of the alerts refers to an expandable toy, in particular a dinosaur egg of the mark Ousdy.

To facilitate their recognition by the citizens we must indicate that it is an article whose description responds to an egg of degradable material containing inside it a toy representing a dinosaur that, on contact with water, greatly increases its size.

This element poses a risk to the health of the child population since it has been shown that it can cause suffocation due to obstruction of the internal respiratory tract.

In fact, according to the data transferred to this council by the network of national alerts, the sample fits completely in the cylinder of small parts before carrying out the test of expandable materials.

For this reason, it should not experiment with an increase of more than 50% in its size.

Fail this section by expanding after 24 hours 54% and 69%.

It also presents non-compliance with the labeling as it does not present the mandatory mark as a permitted product in the European Union.

The Councilor for Consumer Affairs explained that the third of the articles is a gray beard, branded Guirca (reference 11511), which is usually used as a complement to disguise.

This is an article that offers two gray beards in a carton containing the reference, the bar code, the mark and the warning that it is not a toy and not recommended for children under 14 years.

The alert raised stems from the fact that this element may pose a risk to the safety of consumers because of their flammability.

It should be noted that during the tests performed to evaluate the safety of the article it was detected that the duration of the flame persistence is greater than 2 seconds after the elimination of the test flame, the largest burned length being greater than 75% of the flame. longer initial length.

We must remember that these alerts are raised under the state rapid information exchange system, integrated in the European alert system (RAPEX), with the purpose of facilitating a rapid communication and exchange of information on those actions that are adopted in case of serious risk.

The responsibility of the coordination of this Network is the Spanish Agency of Consumption, Food Security and Nutrition (AECOSAN), in which the National Institute of Consumption is integrated.

The Edil de Consumo has explained that the municipal website http://www.sanidadyconsumo.lorca.es/alertas.asp offers the complete and updated list of the products subject to alert Ministry of Health, Social Services and Equality, Spanish Agency of Consumption Food Safety and Nutrition.

The Spanish alert network has the participation of different advisory bodies on product safety, such as the European Committee for the General Product Safety Directive, the Group of Experts on Toy Safety and the Group for Administrative Cooperation of the Directive of the European Parliament and of the Council, the Spanish Valuation Committee (consisting of three members designated by AECOSAN and representatives of the Autonomous Communities), and the Technical Commission for Product Safety.

The Councilor for Consumer Affairs has also anticipated a series of recommendations for the celebration of Halloween, which has become very popular in our municipality during the last years.

In this sense, and following the advice of the Organization of Consumers and Users (OCU), it is suggested to be careful with the application of makeup to characterize the characters that usually disguise (ghosts, skeletons, vampires ...) since some make-up products contain chemicals that are not harmless and may occasionally cause allergic or sensory reactions especially on the skin of young children.

We must take into account the amount of makeup applied, the need to remove it completely, eliminate it quickly in case of reaction, avoid the use of sprues on the hair (resorting to wigs or caps).

Ruiz Jódar has described that one of the most fashionable elements to disguise at these dates are cosmetic lenses, an article with which special care must be taken to avoid problems.

The Edil de Consumo has also referred to the need to check the composition of some disguises.

If we buy a disguise we should wash it before using it or at least leave it open, airing for 48 hours to limit the presence of potentially dangerous substances.

In any case, a safe disguise must:

Be made of non-flammable material.

For younger children, less than 3 years old, it is important to make sure that there are no small parts, or elements of the disguise that they may swallow or introduce into the nose.

If you have a hood, mask or mask, make sure you do not limit your vision.

If the dress is long, it should not exceed the ankles of the child, so that he does not step on it and stumbles.

Accessories must be rubberized, never metallic.
