IU-V asks to review the management of the General Urban Plan to revitalize the neighborhood of San Cristóbal (07/12/2017)

The spokesman of the Municipal Group of IU-V, Pedro Sosa, appeared this morning before the media to explain an initiative that will take soon to the municipal Plenary session and with which it intends to reorganize the entire sector between Plaza de la Estrella until arriving to the Peñica;

a sector that is delimited by two parallel routes: Eulogio Periago street and San Fernando street

Sosa, by way of precedents, has explained that the General Urban Plan of Lorca was approved in 2002, with a political agreement between the PSOE, which governed at that time, and the PP, and with the sole opposition of the United Left, and that both parties agreed to implement an urban policy à la carte and away from the idea of ​​planning, where the figure of the urban agreement that so many headaches and so much public money is costing the pockets of the citizens of Lorca, and where the compensation system was established as a predominant urban management and action system vis-à-vis the cooperation system.

The General Plan was designed to be implemented in 15 years, which are now fulfilled, and the truth is that there is a clear paralysis that makes it necessary to review the execution systems established therein.

It must be remembered that within the systems of action (or management or implementation of urban planning), our soil laws essentially highlight two:

The compensation.

That leaves the initiative of development in private hands.

The cooperation.

Where the public impulse is more relevant.

The Lorca General Plan opted for a model that left the momentum of urban dynamics in private hands and, after the bursting of the housing bubble, we witnessed a paralysis that condemns many areas of Lorca to a lack of development for dozens of years.

Therefore, it is necessary to review the action systems and change them when we detect that it is necessary.

Concreting this problematic in a concrete point, and demanding that change of system, Sosa has commented the urgent necessity to dynamize urbanísticamente all the existent sector between the place of the Star until arriving at the Peñica;

a sector that is delimited by two parallel routes: Eulogio Periago street and San Fernando street.

For this it is necessary to change the system of action and substitute the compensation for collaboration so that the City takes the reins of an urban initiative that private owners will not take in tens of years.

It is essential for this, once the system has been changed, the demolition of a complete block of dilapidated and abandoned buildings to create a green space between the Plaza de la Estrella, Eulogio Periago and streets Juan Mínguez and Fray Pedro Soler, deriving the buildability of that zone to the same sector.

That performance would have four positive effects.

Namely:

Urban redevelopment in this area, with the creation of a large green space there (which is contemplated in the General Plan), would generate dynamics of urban development throughout this sector characterized by buildings of homes, factories and workshops abandoned and in a state of ruin in many cases.

Revitalization of commerce and services in that space, including the square of vegetables.

Sosa recalled that Eulogio Periago street concentrated four traditional hotel establishments that now do not exist: the garita, the Ramón bar, the Raseras, the Tía Juana bar, and multiple shops.

At the same time, one of the entrances to Lorca from the Mediterranean motorway would be cleaned, specifically the Lorca-center entrance, establishing another business card at the entrance to our city than the current dilapidated buildings.

This urban development would also allow gaining parking spaces on public roads, so necessary in an area largely lacking in private garage buildings.

The spokesman of IU-V has finished related this action requested by IU-V with the pretension of the local government of the PP to "rescue" with 700,000 euros of public money the management of the ruinous parking of the Sacred Heart located in the basement of Plaza Curtidores .

With this public money, which will not be anything other than the socialization of the losses of a ruinous private business, there would be more than enough to carry out the urban operation that we propose, the councilor of IU-V has concluded.
