IU: "The CARM is keeping the part of the State of the subsidies that are being returned by those affected by the earthquake" (21/12/2017)

Just as Murcia retained for months the aid to those affected by the earthquakes, is now delaying returning to the central government its share, which seems to indicate that, meanwhile, it is the regional administration that profits from the returns of a money that comes from suffering of neighbors

The councilor of Izquierda Unida-Verdes in Lorca, Gloria Martin, has informed that the Autonomous Community of the Region of Murcia is staying, entirely, with the return of the aid granted by the earthquakes of 2011, whose half corresponds to the State.

Martín explained that the aids granted under Decree 68/2011, of May 16, were paid at 50% by the state and regional administrations (Article 2).

In fact, when CARM began six months ago to request the return of aid to those affected, he informed them that half of the amount to be reimbursed belonged to the State and the other half to the Autonomous Community.

However, some affected who have begun to return the aid by installment payment, have received a letter from the Ministry of the Presidency and Development of the Region of Murcia, which reflects that the amount reintegrated is discounted only from the autonomic part.

For example, in the case of a neighbor who had to return to the CARM trial 1,000 euros and has already paid, through self-assessment, 500, the regional administration considers his "debt" settled because it has not distributed the refund with the administration central, which is still pending payment.

For Martin, this shows that the CARM is driven solely by a fundraising effort to repay the loan of 115 million euros that he signed in 2012 with the ICO to grant the aid, turning these into a kind of loan to the victims who claim to be charged almost seven years after the earthquakes with important delay interests.

In that sense, it has demanded that the agreement be made public, signed on May 18, 2011 by the then president of the Community, Ramón Luis Valcárcel, the former Minister of Development, José Blanco, and the former mayor of Lorca, Francisco Jódar, through which the management of the aid is implemented, so that those affected know who they are paying when they reintegrate the subsidy.

On the other hand, the councilor of IU-Greens has claimed, once again, the CARM, to respect the wording of Decree 68/2011, of May 16, by which those affected would have two different ways to justify the use of subsidies and not having to return them.

The first would be the presentation of the work invoices and the second, since many affected do not keep them after so many years, the completion of a technical report that shows that the repairs are made.

"It's very easy: an official visits the house, certifies that the works have been done and the file is filed, you just have to have the political will to do it," said Martín.
