The City Council moves forward in the constitution of the Special Committee of Suggestions (27/02/2018)

The ordinary session of the Consistory Plenary session unanimously approved the organic regulation of that entity, which establishes a maximum time of 3 months for the suggestions of the neighbors to be answered.

The Councilor for Decentralization in the City of Lorca, Francisco Javier Pelegrin, has reported that the Municipal Plenary has initially approved the Organic Regulation of the Special Committee of Suggestions and Claims of the Consistory, which constitutes a boost within the citizen participation policies they are being developed by the Local Executive.

This commission may be directed to any citizen and / or user of municipal public services, and their demands must be met within a period not exceeding 3 months.

Councilman has stated that we want to launch the Special Commission of Suggestions and Claims to enable the participation of residents and the defense of their rights before the Municipal Administration, municipal agencies, municipal companies or municipal public service providers, and to increase the involvement of the neighbors in the local public life, as well as the object of regulating the exercise of the right of the neighbors to formulate suggestions and claims before the municipal administration.

Pelegrín Poveda has detailed that the functions of this commission will be to defend the rights of neighbors in their relations with the municipal administration, as well as supervise the performance of the municipal administration, proposing improvement actions and report complaints, which the neighbors address .

It is also intended to carry out investigations, if deemed appropriate, on the operation of the services, as well as to carry out inspections of the different administrative units and inform all the Governing Bodies and the Municipal Administration that they are obliged to collaborate with the Special Commission of Suggestions and Complaints.

The Decentralization Deputy has indicated that this is an opportunity for improvement, constituting both a useful tool for the defense of Lorca, and to improve the work of municipal services, regulated by a regulation widely agreed by all the political parties constituting the Full.

Pelegrín Poveda explained that citizen participation in political, economic, cultural and social life is a right widely recognized in our legislation, having an essential meaning at the local level, as this is closer, and therefore where the The value of participation is perceived with greater intensity.

The Law on Measures for the Modernization of Local Government, specifically in article 132 of the new title X, includes the creation of a body called the Special Commission of Suggestions and Complaints, the latter having an obvious similarity to that of the Ombudsman, but transferred to the local area.

In that sense, in article 24 of the Organic Regulation of Citizen Participation of the Hon.

City Council of Lorca, the creation of said commission is collected, being this a participatory and defense of neighborhood rights, of fundamental utility to account for complaints filed by citizens and the deficiencies observed in the operation of municipal services, with in order to improve them and achieve a more efficient administration that works with quality criteria.

It is indicated that the Special Commission of Suggestions and Claims is regulated by its own organic regulation, a text that includes among other aspects its composition, scope of competence and operating regime.

The regulation that has come forth is structured in four chapters, the second of which is divided into three sections, and completed by two additional provisions.

It establishes the composition of the commission with representatives of all political groups in proportion to the number of members it has in the Plenary, and is set up as a supervisory body of the municipal activity, reporting on complaints and suggestions made.

This regulation establishes that complaints from neighbors who have not had an answer, or have not been answered correctly, can reach the Commission, so that this entity can draw conclusions with the aim of improving both the ordinary system and the administrative functioning.
