MOTION

During the recent visit of a group of Chinese businessmen to the municipality, the Mayor of the City made public through the media, an agreement with representatives of the latter laying down a series of tax credits and other facilities for the implementation of Asian companies in Lorca.

In it, the City refers exclusively to the Special Zone of Chinese Investment (hereinafter area of cooperation) and promises to

Provide technical assistance and to intervene with the Government of the Region of Murcia and the Government of Spain in various areas, such as

Economic management, tax services, customs, public security, residence permits and visas.

Facilitate procedures for obtaining residence permits to those who acquire properties in the area of cooperation.

Facilitate free trade zone in the Zone of Cooperation.

Facilitate Chinese banks may open branches and brands.

Provide companies the cooperation area that may enjoy preferential policies and subsidies approved by the Government of Spain.

Establish preferential policies for enterprises in the Zone, such as:

Special Bonus Tax on Construction, Installations and Works (ICIO) at least 15%

Special Bonus Activities Tax (IAE) at least 15%

In both cases, those credits will apply to investments in excess of 3 million euros.

In addition, the same may be increased to 75% considering the importance of investment, its social and jobs created.

Since we express Municipal Socialist Group in the highest body of the City Council:

1 °) mentioned our dissatisfaction because the partnership agreement was signed unilaterally by the Mayor of Lorca, D.

Francisco Jodar, without the consent or even knowledge, of other political forces represented in the Municipal Council.

2 °) Our concern that the precipitation of the signature without the mandatory advice of a socioeconomic study that has studied in depth the implications of the development of a project like ZEIC in the municipality, can produce irreversible damage to the industrial sector and indigenous business.

3 °) Our surprise because, until now, the Municipal Government team has not established preferential policies and tax credits for the implementation of other companies of similar or larger in the municipality, of a nationality other than Chinese.

About the latter, it should be noted by way of example, the slaughterhouse that is the future municipal boundaries, with an investment of 40 million euros from Lorca farmers partners in the project as well as the creation of 400 jobs .

Therefore, the Municipal Socialist Group in the city of Lorca presents for discussion and approval the following:

AGREEMENTS

1 .- That the City Council proceed with the implementation Lorca in identical terms, raised tax credits for companies in the future may be established in the Special Zone of Chinese investments to the rest of firms installed in the municipality.

2 .- That the City Council instruct Lorca, urgently, conducting a study or an independent firm specializing in economic and social consequences of the implementation of the Special Zone of Chinese investment in the municipality.

3 .- The Municipal Government Team for HE.

Lorca Town Hall relocation of the study to the political forces represented in the Municipal Council and key economic and social actors operating in the county (Trade Unions, Chamber of Commerce, CECLOR, Federation of Residents Associations, etc).
