The Aldermen of Internal Affairs and Citizenship of the City of Lorca, Jose Joaquin Rosa M ª Peñarrubia and Medina, have reported that the next plenary session to be held on Monday approved the regulations of the Social Council of the City.
It is more open to the participation of citizens in the recent history of our town, which is made according to the Law on Municipalities with large populations to which the city is caught.
The final wording of the text included in this regulation have involved the entire collective economic agents, social, political, cultural and trade union Lorca, who were sent a copy of it in order to enrich their preparation by providing new ideas for the final realization.
These proposals have been included in the document to see the full green light next Monday.
The Social Council of the city becomes the top advisory body of local participation, with the primary mission of public deliberation on the key issues of life in the municipality.
In fact, it is configured as an advisory body to the government of the municipality of Lorca and channel for citizen participation, whose primary mission is to provide a forum for strategic thinking to guide and serve as a support to the management of the main themes and issues public of the municipality, with the ultimate aim of achieving improved quality of life for its citizens in the context of sustainable urban development.
Its objectives are to promote an open, transparent and accountable to the model of the municipality and the role of social partners and the Corporation in the formation of a town better, more democratic, attractive, diverse and focused on the welfare of its citizens and visitors .
In the Organic Regulation of Lorca Social Council set out their duties and regulate its composition and functioning, with the purpose of his own body on a broad and diverse participation, a public sphere of discussion about the city and its future, in short as an open forum to develop strategies on the town, about his situation and alternative models.
It will feature the views of all the mayors of Lorca during the democratic period
Municipal sources have predicted that the Social Council of Lorca is made up of representatives of the major sectors of social, political, economic and cultural development of the municipality, social partners, professional associations, universities, experts from various areas of public policy and that have held the maximum liability of municipal politics Lorca, including all the mayors of the democratic period.
To provide the highest possible operation to a body of these features has structured its operation through the work in plenary sessions which will be held at least once a semester, and working committees, according to the main thematic areas.
These working committees deliver opinions and conclusions of the studies undertaken and are subject to approval by the plenary.
To ensure the proper functioning of the Social Council of Lorca, there will be a coordinating body, which lies with the relevant Government Department in terms of citizen participation.
This Government Department is responsible to provide their infrastructure and budgetary allocations for the operation of the Council.
The functions of the CS:
Lorca Social Council shall have the following functions:
a) The issuance of reports, is optional and not binding on economic, social and local cultural, strategic planning of the town and major urban projects, at the request of the Mayor.
b) The development of studies on matters within its jurisdiction, at the request of the Mayor or his own initiative.
c) The formulation of proposals on matters within its competence.
d) Working with all manner of public and private entities in conducting research and studies, in matters of action.
To fulfill the functions outlined in the previous section, the Lorca Social Council may:
a) Request the City Council, through the Coordinating Council, the information and documentation necessary for the preparation of reports.
b) Request, through its president, the information required from other authorities, institutions or organizations.
c) Promote meetings with technically and professionally qualified persons or representatives of the various economic and social sectors of the municipality, to discuss issues on which there is a ruling.
Composition of CS:
Lorca Social Council shall consist of the following directors:
- Mayor, who shall be the President who may delegate the chairmanship to another member of the Corporation.
- People who have held the post of Mayor of Lorca, to be directors ex officio.
- The following directors, representing a proposal from each of the following organizations:
a) 4 members representing the majority of trade union organizations, according to the criteria established in the Statute of Workers and the Law on Freedom of Association.
b) Four members representing the Regional Confederation of Organizations of Lorca.
c) Two members representing the Chamber of Commerce and Industry of Lorca.
d) One member representing the University Campus Lorca.
e) Two members representing financial institutions with local implementation.
f) Two members representing professional associations relating to the fields of action of the Council and located in the Municipality of Lorca.
g) Two members representing associations and traditional holiday locally.
h) Two members representing associations and local cultural institutions.
i) Two members representing the neighborhood associations.
j) Two members representing the local youth associations.
k) A representative of the Community Irrigation Lorca.
l) One member representing the Federation of Senior Centers Lorca.
m) One member representing the Federation of Women's Centers of Lorca.
n) Two members representing the associations of people with physical, mental or sensory.
o) Two members representing the sports federations of Lorca.
o) Two members representing associations and local sports clubs.
p) Two members representing NGOs based in the Municipality of Lorca (One NGO representative to perform duties singularity informative, educational, social, emergency assistance, international level).
q) One member representing consumer groups and local users.
r) A representative of the Brotherhoods of Semana Santa de Lorca.
s) A representative of the Press and Media Lorca.
t) One member representing the Municipal School Board of Lorca.
u) A representative of the agricultural and livestock sector Lorca.
v) Up to five representatives from among persons of recognized standing in the economic, social and cultural or special significance or relevance of citizens, appointed by the Plenary of the Municipal Corporation, a proposal by the Mayor.
x) Up to five members proposed by the Local Government Board, with qualification or experience in socio-economic planning in the municipality of Lorca, may be appointed from among personnel working for the City Council.
In any case, the Social Council Members are not entitled to compensation for the performance of their duties, being the honorary and unpaid position.
The bodies of CS:
The internal structure of the Social Council is composed as follows:
- Chairman, who shall be the mayor, who may delegate another member m of the Corporation, subject to plenary of the Council.
- Vice President, who shall be appointed from among the members of the House, the President of the Council.
- Honorary Vice-Presidents, may be set up to three honorable Vice who shall be persons with recognized expertise in the social, cultural or economic
- Full, is the highest decision-making body and training of the will of the Council and shall consist of the Chairman and all directors.
- The Standing Committee, a body representing small and Social Council of the City that performs the same functions on those issues that require haste and agility.
Shall consist of the President and Vice President Social Council of the City Council and seven members appointed by the President on the Council itself.
- Working Committees, the plenary session of Social Council may establish working committees made necessary by reason of the matter.
Each Commission shall consist of a minimum of three members to be directors
- Chairman of the Council shall be appointed by the Local Government Board from among its members proposed by the Mayor
- Secretary of the Council is the body of technical and administrative assistance of the Council and head of the public faith of the resolutions.
Shall be appointed by the Hon.
Mr. Mayor, from municipal officials with appropriate technical skills and assist the House with voice but no vote.
Social Council Plenary will meet in regular session at least twice a year, may be exempted from holding any meetings where there is no business to discuss.
The Plenary will meet, in extraordinary session, initiated by the President or at the request of one third, at least, the total number of members of Parliament.
