Lorca City Council claims the Central Government to enable the municipality to finance works and projects in place to stop not work (27/07/2010)

This is an initiative with the support of all local political groups, who yesterday unanimously approved the motion presented by the popular party.

Economics Councilman City of Lorca, Antonio Ibarra, has reported that the city council will direct the Central Government to allow the municipalities to have recourse to borrowing to finance works and projects which are already committed and have multiannual.

Ibarra said that "the City Council consider that it is a claim that responds to common sense because of what it is to avoid the stoppage of work already underway. In this regard the Full Council approved the Consistory yesterday unanimously by this proposal. We're talking about a measure that would benefit only the projects or plans that are already running.

Antonio Ibarra stated that on May 20, approved by Royal Decree-Law 8 / 2010, by adopting extraordinary measures to reduce the public deficit, a document that represents a call to commitment of the different territorial levels administration to achieve a goal that must be shared by all.

This appeal has been fully assumed by the municipality of Lorca, which as has been reported using different packages of conservation measures that are even serving as a model for other administrations.

The councils, once again, the most affected

However, the responsibility is required from the Central Government into the Council can not assume in any breach of our local autonomy, or a restriction on the performance of the same, proportionally much higher than assumed by the State and the Communities autonomous.

Specifically, Article 14.2 of Royal Decree-Law prohibits the City Council long-term debt during 2011, without any limitation any similar or the Autonomous Communities or the State, which will increase its debt over the said period.

The application of this prohibition in its current form does not affect only new investments planned for the future, but also to those who are currently running, so as to generate additional costs very important both from the obligation to compensate contractors and the physical damage they would suffer the works in progress during the time of termination.

To this is attached the economic loss that would result from the inability to undertake or complete projects financed with external resources to the local authority, seeing some councils including the obligation to repay the amounts already received by not being able to justify the liquidation of the project the time allowed.

We have therefore urged the National Government to amend the wording of Article 14.2 of Royal Decree-Law 10/2010, by deleting the general prohibition of borrowing by local authorities for the year 2011.
