Motion to adopt (09/11/2010)

The inter-county area between the Valley and Western Almeria Guadalentín is a major producer of fruits and vegetables, including tomatoes, having achieved this sector a major socioeconomic importance.

Fruit and vegetable imports from third countries, whose products compete directly with those of our region, are influencing an unstoppable decline in home prices, and the imbalance of market tomato and other fruits and vegetables, which are harmful the agricultural sector.

Currently the European Union is in a period of renovation of many trade agreements in place, the consequence is a growing liberalization of imports of fruits and vegetables, without any consideration for the sector.

While it remains virtually closed off access to the markets of other countries with high purchasing power, provoking a greater concentration of supply of all producing countries on the EU market.

Under these agreements, the coincidence of production schedules with Spain, and the proximity of these Mediterranean countries to the EU market are causing great damage to the Spanish tomato sector, and a 'domino effect' on other strategic crops, both under shelter or outdoors, such as peppers, zucchini, watermelon, stone fruit, table grapes, citrus, melons and strawberries, among others.

In the coming months is to ratify a new agreement that will expand the concessions without considering such negative consequences it will have on the Spanish sector, and poor application because he has not respected the preferential entry price, nor has taken any action to avoid serious disruptions to markets.

Spanish farmers have been actions for the modernization of the productive sector of the tomato that has affected the crop plant improvement, reduction of production costs and improving quality and yields.

However, this effort will not be effective if it is increasing concessions to Morocco at a time in which they are establishing large farms in this country who practice social dumping, and production of fruit and vegetables market-oriented community that will compete Spanish producers directly.

Based on the above and to the development of the Association Agreement negotiations, it is necessary that the EU authorities concerned take into account the demands that are made below to avoid further damage to the Spanish producers of fruits and vegetables and in particular tomato.

Given these facts, the Municipal People in the City of ___________ Plenary Council proposes the adoption of the following agreements:

1) request the National Government to defend the interests of the producer and exporter of fresh tomatoes, prevail at all times the principle of Community preference in any agreement that Europe close with third countries.

This principle is also applicable to other fruits and vegetables included in trade agreements with third countries.

2) Complain to the Government's Office to reconsider the support that keeps the agreement so far, and show their rejection of the current pact with Morocco in terms of new grants of fruits and vegetables compared to the current treaty, and which directly harm the sector.

3) To urge the National Government to focus its efforts within the EU to work for reform of input prices and improve their management to ensure proper implementation of the agreement into force and the payment of duties customs, in order to prevent a collapse of EU markets below the levels seen in input prices.

4) Urge the Government of Spain to act on the EU to strengthen and enhance border customs controls to ensure compliance with the agreements at all times, and stepping up controls on plant protection and food security to ensure the non agricultural products offer the same guarantees to the consumer than those grown in the EU.

Thus reciprocity is to be required regarding the conditions of production in third countries with regard to plant health, environmental and social, being essential to include this issue in the agreement with Morocco.

Otherwise, could discriminate against Spanish producers in the EU market and the acceptance of social dumping serious social consequences in all areas.

In addition, it should not be allowed to enter fruit and vegetable production process for which active substances are used whose use is banned in the European Union.

5) That the transfer of this motion to the agricultural unions represented in our municipality and the Ministry of Agriculture, Ministry of Environment, Rural and Marine Affairs Minister of Spain, the European Council and Parliament Europe.
