"It's the Law of the State Budget which prevents any government of Spain to raise the salary to officials in 2011" (17/02/2011)

Municipal sources indicate that a report signed by the Comptroller, the Director of the Legal Department, the Municipal Economic Director, the Director of the Office of Local Government and the Chief of Personnel show that an increase in salaries of civil servants would be against state law.

The City of Lorca explained this morning that "the Law of State Budget prevents any country's public administration (national, regional, provincial or local) in 2011 up the salaries of officials."

Municipal sources recalled that "this law is to reflect the wage freeze this year, already announced by the Government of the nation when he made the cut in a 5% average salary of staff in 2010."

In this regard, the Municipal Government Team requested a report to the Comptroller, the Director of the Legal Department, the Municipal Economic Director, the Director of the Office of Local Government and the Chief of Staff to see if it was legally possible to implement the wage increase initially agreed between unions and council, following approval of the Act by Parliament.

However, the report stresses that these technicians national law "is binding on all public authorities, including local government" and in this sense "from January 1, 2011 the salaries of public employees (civil servants , casual and work) must comply with the provisions thereof. "

"

Likewise, in the apparatus 9 of Article 22 of the Law of State Budget provides that "agreements, conventions or agreements that involve remuneration should experience growth in the timely adjustment, becoming inapplicable clauses providing for any increase."

In this regard, municipal sources have stressed that "from the government team held a meeting of the Personnel Board to inform the unions of this report which reflects the obligation of the City Council to comply with national law.
