The Interministerial Commission approves the evaluation report of the proceedings in Lorca (29/09/2011)

The next Ministerial Commission will be held next Tuesday in Lorca

The government delegate in the Region of Murcia, Rafael González Tovar, participated yesterday in the sixth meeting of the Interministerial Commission for the development of urgent measures to Lorca, established by the earthquakes of May 11, which approved the report Evaluation of the proceedings.

This report has been made within the 15 days established the Congress of Deputies on 13 September.

In addition, the report describes the status of implementation of emergency measures included in Royal Decree 6 / 2011 of May 13, and other actions initiated to alleviate the damage caused by the earthquake.

González Tovar said that the Government of Spain is neatly implement and build this decree, launched just 48 hours after the occurrence of the first earthquake.

And it is doing by taking the measures derived therefrom and the various agreements signed with the city and region.

In fact - underlined by the delegate - the Government of Spain has disbursed a total of 231.3 million euros and has committed a total of over 660.

Among the former, the Consortium for Insurance claims, managed by the Ministry of Economy and Finance, which has already processed a total of 28,558 applications, of which 23,070 have already been paid, amounting to almost 183 million euros, representing 85% of applications.

In this sense, it is expected that almost all of the files are subscribers in the coming days.

However, the Interministerial Commission noted with surprise that the Joint Commission, formed also by the city of Lorca and the Autonomous Community, has adopted a very low number of cases, only 5% of the total.

The Interministerial Commission has noted the slow pace is causing the processing of files, which have to reach this joint commission from the Autonomous Community and the City.

The 7th Inter-Ministerial Commission will be Tuesday in Lorca

Among the resolutions adopted at the meeting yesterday, stressed that the seventh meeting of the Interministerial Commission was held on the arts, day 4, in Lorca.

It also provides a meeting with the Mayor and the Minister of Public Works to advance the start of Lorca Housing Plan, which the Government of Spain will build 300 homes.

In this sense, is to visit the sites where these measures will be effective.

On the other hand, it will be a meeting with the Chamber of Commerce and business people from the area in order to improve the Plan for the Improvement of Competitiveness of Commerce, for which already has 1.5 million euros.

In the same vein, keep a contact with the Federation of affected residents and associations to communicate the assessment and future measures can be taken.

The delegate of the Government has reported that today has addressed a letter to the Minister of Public Works, chaired, along with himself the Commission for aid to rehabilitation and reconstruction of housing and rental, to be convened as before the committee, with the request that it be present as soon as the largest number of cases processed.

González Tovar said that the Government of Spain is a priority for housing assistance as promptly reach the affected Lorca.

70% of cases are presented in the previous 3-day period

In regard to emergency actions, regulated by Royal Decree Law 6 / 2011, the delegate has been reported that are being processed a total of 261 cases of demolition.

Of these 192, ie 73% of the total, were presented by the City Council in the last 3-day period, whereas in the previous three months there were only 69.

He added that also in these last days of the City Council received a total of 139 residents of Lorca's writings addressed to the mayor's statement requiring you to ruin your building or home.

In particular, it asks you to send technicians to assess the state of the building or the light of the report presents the statement is made directly to ruin.

The performance of these individuals fit right, but what is not acceptable is that the City send these documents to the Office of the Government without having fulfilled its obligation, first issue a technical report of debris and second to issue a decree declaring Mayor ruined the building and ordered its demolition.

Tovar Gonzalez explained that this is how all these files have been submitted, processed and unanswered evil council stakeholders, so it can not be met by the delegation of government and "ask him to do otherwise is to ask you prevarique" .

In any case, it is not understandable is that some particular requests have been granted by the City by the file properly and sometimes not.

"We do not know the criteria that the City has continued to make this team."

Even in some of these writings is the 139 local council who attached an assessment of the building stating "Not applicable demolition" or "should be another visit to determine whether the demolition is necessary."

On behalf of the Government Office has informed the City that, according to the rules governing the grants, attend emergency expenses incurred by the council, which must be presented in the standard model and existing ruin Act declared the City Council.

It also tells you that administrations can consider further action to address the situation.

Also on these records has been the mayor answered that the City has not incurred any costs and has been informed of the circumstances of those.

This is not the only time the Government Office has had to reject documents of the City because they conform to the law.

Thus, it has questioned the actions of emergency spending as investments that do not respond to that order, but rehabilitation and other measures.

In this chapter are those invoices to 95,000 euros buy second hand scaffolding, or tents and beds (material being provided by the EMU and the Red Cross since the beginning).

It has been reported as inappropriate for these expenses as emergencies, since they are not associated with danger to the lives of people and now is awaiting the response from the City Council in the hearing process.
