The Department of Environment Municipal Council meets at Agenda 21 (06/02/2013)

Technical Regional Government have exposed a new project, called "Sinqlair" to perform accurate predictions on the state of the air.

Councilman Environment of the City of Lorca, Melchor Morales, reported this morning that the ADG Environmental Quality Department of the Presidency of the Autonomous Community, Encarna Molina, and the regional head of Air Quality, presented this morning the lines of action in which you are working on a regional and national level to improve air quality in the town of Lorca.

Morales explained that "through this morning is going to hold a meeting with the members of the Board of Local Agenda 21, which integrates all of the groups that want some way to contribute to a more sustainable city , so that the regional technical which is explained to them the reality of Lorca air quality and what steps are being taken to prevent any unwanted episodes ".

In this sense, the neighborhood associations, women, environmentalists, business and consumers have been able to know what is in the draft of the National Air Quality and the regional plan and the project Sinqulair, in which the Ministry of the Presidency, through the Directorate General for the Environment, is working to create a forecasting service and diagnosis of air quality in the Region of Murcia, allowing the adoption of measures relating to the reduction of pollutant emissions precursors ozone industries.

"This system of diagnosis and prediction of air quality 'SINQLAIR' allow adequate preventive measures at an earlier stage," said the mayor.

The system enables SINQLAIR contrast hourly weather forecasts and air quality measurements and calibrated real-Network Surveillance Station air quality, monitoring, thus real-time goodness of simulation models .

This instrument incorporates an emissions inventory map with high spatial resolution, in addition to receiving real-time measurements of emissions, which "represents an important step in the evaluation and efficient management of air quality."

Action Plans for air quality in the region incorporate a wide range of measures aimed at diagnosis and prognosis, and monitoring compliance with the limit values ​​of emissions from industries, especially those that emit ozone precursor pollutants, and the incidence of solar radiation on the formation of this pollutant, increasing surveillance and control in periods where there are higher temperatures.

Information, education and public awareness will be other measures to collect Action Plans to be made in collaboration with affected municipalities, companies or associations.

Action Protocol for exceeding

The Murcia region has since 2010 with the Action Protocol for exceeding the reporting thresholds and alert the population to air pollutants, ozone, sulfur dioxide and nitrogen dioxide, regulated in the European Directive on Air Quality .

The main objective of the surveillance operation is to fulfill the obligation under the Framework Directive 2008/50/EC on Ambient Air Quality and Cleaner Air for Europe, whose incorporation into our legal system held by Royal Decree 102/2011, of 28 January on improving air quality.

Its purpose is to inform the public when exceed certain concentrations of pollutants, using new technologies and media, intended to train people in the knowledge and awareness of the problem of air pollution.

Therefore, "citizens can rest assured that in case of any situations that could harm them, he communicated the Autonomous Community to be taken appropriate action," said the mayor.

National Plan to Improve Air Quality

In addition, the Region of Murcia works in coordination and partnership with the central government in developing a National Plan to Improve Air Quality PM10, NO2 and ozone, in order to harmonize the measures to be applied for each pollutant atmospheric by all regional governments.

This Plan, whose preparation was agreed in 2011, includes the pollutant ozone by the same special issue, which can be formed from ozone precursors that are being issued in neighboring Autonomous Communities.

The progress of the project 'SINQLAIR', being developed by the Region of Murcia to have a system of diagnosis and prediction of air quality is presented as an example in the working groups of the Ministry.

Also, the regional government moved to Central Government the need for revision or amendment of Royal Decree 117/2003, of 31 January on the limitation of emissions of volatile organic compounds due to the use of solvents in certain activities and creation of a working group as a result give clearer rules regulating emissions of VOCs and ozone precursors, for application by the competent authorities and industries affected.
