The City proposes new options to ensure the provision of municipal services (28/07/2014)

Signing a loan of 2.2 million would pay what the Consistory sentenced to date and avoid the economic loss resulting from the agreements approved by the PSOE solo in 2005.

Councillor for Economy and Finance of the City of Lorca, Luis Amador, reported that the city council, at the plenary session this morning, going to request that he be allowed to get a loan in the amount of 2,239,370.40 euros for cope with 4 convictions arising from the so-called "Conventions Urbanísticos Trap" approved and signed by the PSOE government team in 2005 and 2006. Councilman Economics has indicated that this request the City continues to work on resolution of an issue that is becoming a serious economic problem resulting from a political blunder that should never materialize.

By now we all know what happened, and, aside from establishing new policy pronouncements on the matter, the City Council is putting on the table a new proposal for the economic loss of this topic is not transferred to the provision of services to citizens.

A few months ago we requested permission from the Ministry of Finance to underwrite a loan of 12.7 million euros, the total economic amount that promoters claim agreements in court to City Hall, but brought us the impossibility of forming such an operation.

Luis Amador explained that the amount to apply at first corresponds to the amount sentenced so far, the rest waiting for the final verdict.

Thus the City meet the requirement to liquidate the previous year with a lower debt to 110% of current revenues.

We believe that the most viable alternative today is that we initially authorized to request a credit transaction amounting to € 2,239,370.40, being an application for authorization of the remaining € 10,515,474.95 conditional upon receipt by the City of firm convictions relevant.

Councilman Economy has remembered that the Mayor anticipated 9 years ago (in the full month of July 2005, and so is taken verbatim from the record) that "the City was making abusive use of planning agreements," adding that "there will be difficulties for the approval of the appropriate partial plans" to conclude by saying that these agreements "could create difficulties for corporations to meet future legal proceedings that call for repayment of the amounts advanced."

The mayor of Economics has indicated that, according to the report prepared by the Economic Council services on the impact and consequences of the return of the sums paid by planning agreements, the city council would find serious problems in this area such as failure to clean up the remaining cash, loss of financial autonomy and generate continuous liquidity strains.
