The regional deputy of the Socialist Group, Manuel Soler has recently offered a press conference to assess water policies carried out by the PP last year 2014.
Soler said that 2014 was undoubtedly "the year of the greatest deception of PP in water were assured that the agreements referred to in the call MEMORANDUM part of the problem of water in the Segura basin would be resolved;. However, only Law reflected in the negative part for our irrigators, of a non-transferable increase of 240-400 hm3 at the head of the Tajo ".
The agreements of that MEMORANDUM also envisaged the creation of banks of water and a regulation on the purchase of rights, but ultimately it was not contemplated.
The Parliamentary Socialist Group recorded a motion in the Regional Assembly requesting the Government of Spain to issue a royal decree against drought.
This initiative has been presented it twice before the Board of Spokesmen and PP refuses to order it for discussion.
Soler reminded that we are in the driest year since records have been kept on raining registered and is required to publish the Royal Decree of Drought to operate exceptional measures for those affected, such as the opening of dry wells, exemption on contributions to Social Security, loans with subsidized interest, other tax exemptions, subsidies for the purchase of food for ranching in the absence of pastures and aid for beekeepers, since not enough flowering occur reduces the production of honey and killed millions of bees.
Socialist MP explained that the Royal Decree may grant powers to the president of the Segura basin for emergency work that may lead water from one place to another without the normal paperwork, and the opening of new wells dry if they were necessary etc.
"Missing install two thirds of pipe that has to carry water from the Cerro Colorado to the entire irrigation area of ​​the Community Irrigation Lorca and still no budget allocation from the Government of Spain, and this despite have supported the PP in the monograph debate on Lorca, a resolution proposed by the Socialist Group in the Regional Assembly requesting the Ministry of Agriculture which is declared as a work of urgency.
Soler said that in the regional budgets for 2015 a party of 14 million euros is envisaged to cover losses of the desalination plant tailings.
In his opinion, "in a drought like the present, if you negotiate well with Irrigation Communities, Councils and entrepreneurs could see reduced these losses putting the plant at full capacity".
"From the PSOE consider necessary social price for irrigation water from desalination plants. The PP was announced, but we want to know when. Because money has to come from the pockets of all Spaniards, and all we know is that, in principle, start by putting a tax only in the Segura basin ".
For the Socialist deputy publication of PHN is necessary before the end of the current term.
For if now with absolute majorities is not approved, the next legislature will be very difficult to reach agreements on water.
On the other hand, Manuel Soler said the Ministry of Agriculture has announced that it will start operating desalination plants to cover the deficit of water for irrigation, by failing to provide the PP another solution as promised.
"The Minister of Agriculture stated that the plants had to dismantle and sell in Arab countries. We asked Cerdá what you think now."
