The Social City Council establishes 5 lines of work as the basis for improving Lorca (23/10/2015)

These are the main results of the study on "Defining strategies for economic development and employment, improving the quality of life and welfare in the town of Lorca," conducted by university experts based on over a hundred interviews with representatives of all sectors and groups in the municipality.

The Mayor of Lorca, Francisco Jodar, along with the Councillor for Citizen Participation at the Municipal, Maria del Carmen Ruiz, today reported on the contents of the last meeting of the Social Council of the City, which had as its main point of your session the presentation of the study entitled "Defining strategies for economic development and employment, improving the quality of life and welfare in the town of Lorca."

The strategic study, prepared for a year and a half, has had the participation of hundreds of people who have been interviewed as part of this analysis.

The text is set as a diagnosis based document.

These are people both Lorca and the region of Murcia, representatives of various groups and organizations of all types: business, agricultural, consultants, officials, politicians and experts from multiple areas.

The mayor stressed that this document is a useful tool that will allow the Council to promote strategies for social and economic development in the town of Lorca.

We talk about joint work and particularly ambitious, which, starting from the academic vision, delves into the reality of Lorca through the experience of representatives from multiple disciplines.

The study is the work of specialists and university professors from the University of Murcia and UPCT Antonio Garrido, Prudencio Riquelme, Jose Maria Ramos, Francisco Carreño, Cesar Pina and Narciso Garcia Arcas.

The mayor has indicated that the Social City Council is composed of 53 representatives from all kinds of groups (social, cultural, sports, entrepreneurship ...).

It is the main municipal advisory body concrete example of the new channels for citizen participation in decision making and localization challenges for our city.

Part of the commitment to municipal decentralization and transparency, pillars on which the new way of doing politics is based.

We committed to involve citizens in decisions that affect it to underline its autonomy.

A process that is going to be enhanced with the formation of district boards.

To work on the strategic development of each of the axes of study established by this study, the Social Council has set up a Working Committee to that effect.

The Mayor explained that this analysis provides 5-axis and strategic lines.

It is developing Lorca major challenges to face in various areas and priority objectives that the proposed strategy is translated.

Each strategic axis includes a preliminary analysis which includes the main areas of each line and the most important objectives:

Millennial Lorca: aimed at preserving our essence preserving the architectural heritage of the city and its culture and history.

Also it includes to value the resilience of the town to overcome natural disasters and has had to face adversity.

Different Lorca: This is shaping our city as a model of pluralism, multiculturalism, social and territorial cohesion.

Open Lorca inside and out, inside and outside.

We speak of a city strengthened its capital endorsed sub-regional.

They also committed to increase the usefulness of the new technologies of the information society with the design of an ICT Manager or Program "Lorca, Smart City" for citizens to perform their daily activities and Plan obtain services through mobile applications.

Connected Lorca: the development of new infrastructure.

It is improving internal communication of the municipality and the entrances to the city as well as the structuring of the territory, its rail and public transport.

The aim is to achieve a more friendly city for pedestrians and cyclists, combining the extension of sidewalks and pedestrian, to achieve a "Smart City".

Productive Lorca: get a more productive city lies in integrating the agricultural sector in the city and implement a strategy focused on the city market to increase industrialization, land management and entrepreneurship in the municipality, in addition to pay special attention to the services sector and training for employability,

2 years intense activity

The Social Council has been running since July 2013. At this time articulated initiatives such as the study of strategy definition, the Plan of Landscape Quality, working committees in the areas of culture, Courthouse, Water, etc., plus to draw up its Rules of Procedure.

In this period it has proved its importance as an organ of understanding and consensus, dialogue and example.

We are talking about a forum to harmonize views with the aim of achieving results that allow us to create a better city.

The meeting this week was the last plenary of the Social Council with the current configuration, since the mandate of directors expires with changing Corporation, so for the next plenary session will proceed to the renewal of several components.

The Social Council contemplated in its most recent meeting, conducting an assessment of the work of the various working committees.

In this regard it is worth noting the work of the Standing Committee which met on 15 September to define the municipal strategy to host Syrian refugees, taking the decision to establish a Commission for Reception that is already underway.

Similarly, they are also progressing on the establishment of commissions Courthouse in Lorca, school Joakín Ruiz tribute to Guzman, the on Horizontal Property and responsible for creating the Internal Organisation Regulations Social Council.
