The city council began drafting an ordinance and / or statement of general clauses for this purpose which will be performed by local technicians and will include proposals for the different local political groups.
Councilman Recruitment in the City of Lorca, Juan Francisco Martinez, reported that the city council will promote the progressive incorporation of social clauses in public contracts Hall.
For this we have requested the competent municipal technicians preparing a draft ordinance or statement of general clauses to continue the inclusion of such clauses in public contracts, with reference to the Law on Public Sector and related regulations, according to the nature and purpose thereof.
It has been designated as such, the Department of Social Services as a coordination with third sector organizations to implement programs of employability and social inclusion to allow for the necessary technical aspects to complement the objective.
Alongside this will be the departments of Procurement, Employment and Social Services, which will act as guarantors and responsible for the proper implementation, monitoring and reporting of results of this task.
It will call for one member of each political group represented municipal to discuss, review and change if the draft ordinance or statement of general clauses drafted by before its final approval by the full municipal officers was necessary.
Martinez Carrasco explained that the inclusion of social clauses in public contracts is a very serious issue and it is not easy.
It requires studies;
technical reports of municipal officials with responsibilities in employment, social services and procurement;
analysis and cooperation with third sector and ultimately the consensus of the political groups present in plenary.
Councilman Procurement anticipated that the City Council will continue to promote the inclusion of these criteria in the specifications, implementing on which are already being applied to public contracts that are currently in the bidding phase in order to facilitate access the employment of people and groups most socially vulnerable.
