The project 3TM-Mediterranean Territorial Management Model, whose network is part of the municipality of Lorca, has been selected to participate in the second phase of the MED of the European Union.
3TM Project aims to share models of good practice in the use of transnational planning tools and support systems, through integrated strategies for improving the technical and administrative capacities of the Local Action Groups.
Its implementation will promote spatial planning at various levels and processes of decision-making sector.
The innovation that this project proposes is the practical approach, based on agreements aimed at testing of technical actions and administrative tools that enhance the potential of local resources and explore strategies for social participation.
The project is designed to experiment with tools and models for spatial planning, supported by the exchange of experiences and skills required to set up a technical-administrative group of local authorities to support integrated development strategies, for which it poses a double process
The transfer of technical and professional skills to develop common methodologies for integrated planning at municipal boundaries, identifying areas for synergies copies between Local Initiatives and Operational Programmes of the European Union
The exchange of good practices (underlying a transferable model) and joint initiatives for the establishment of a network that enhances the role of the historical and cultural resources.
For its development, the project has the participation of different bodies of four Mediterranean countries, which make up the Local Action Group:
The District Development Agency of Larnaca (Cyprus).
The City of Lorca.
The Association of Municipalities Metropolis Eastern Sicily (Italy).
Local Union of Municipalities and Communities of Thessaloniki (Greece).
The project is scheduled to spend the first evaluation phase, between 108 projects submitted to the Selection of Spanish authority.
Starting on August 1 will have three months to define and submit the form to the second phase, it will be necessary to hold a partnership meeting involving all partners in the project, the date and venue are yet be fixed.
3TM duration and staffing
The project's estimated start date of 01/01/09 all and end on 30/06/11.
For its development plans for a € 1.200.00 budget, which will be invested in Lorca 200,000 (ERDF funds: 150,000 €, municipal contribution: € 50,000).
