Adoración Peñas, councilor for the United Left in the municipality of Lorca, will take to the next plenary session for the month of July to be held on Friday the 27th, a motion for the creation of a bank of housing for social rent to be allocated to young people and disadvantaged groups .
According to the Platform of People Affected by Mortgages (PAH), eleven evictions are occurring in the Region every day, this being fourth among all the autonomous communities in evictions motivated by the execution of mortgage debts with banks during 2017.
Peñas criticizes the government team that since the municipal company SUVILORSA was liquidated, the policies of promotion of public housing have been conspicuous by their absence.
Therefore, the local government would have to make the effort to try to obtain houses given by individuals or legal entities with the purpose of allocating them to the social rent and thus increasing the number of dwellings destined for this purpose and thus, the great number of homes that banks own.
It is evident the need for a housing park owned by the City Council to allocate to the access of young people and groups in difficulty, especially the need to expand this number of homes, little by little, progressively, with due consignment in the municipal budgets to ensure this project.
To do this, it will seek to approve by majority the following agreement of its motion:
The City of Lorca, by virtue of the powers that are legally attributed, will enact a municipal ordinance to regulate the procedure of conditions of use and access to municipal housing owned and assigned by natural and legal persons, in order to cover situations of urgent social need and make effective the principles of universality, equality, normalization and integration proclaimed by the laws of the Spanish legal system.
The purpose of the ordinance will be:
- Facilitate access to temporary accommodation in a house belonging to the City Council assigned to it by natural or legal persons or leased to the town hall by natural or legal persons through a social rent to citizens in a situation of social emergency or risk of social exclusion loss of their habitual residence, either in property or in rent and need of municipal intervention, accredited by the municipal social services.
- Regulate the access procedure, the establishment of priority criteria (with an order of priority according to the score obtained in the application of an established scale), the regulation of the amounts to be paid for each family unit and the conditions of use of the houses, as well as the duration of the contract and the management of the waiting list.
