Pedro Sosa, a spokesman for Izquierda Unida Verdes in the municipality of Lorca, will present Friday a motion to the plenary session in July, so that Lorca will implement the District Regulations that allow the democratic election of the mayors by their neighbors and so that the districts have a percentage of the municipal budgets that they can use according to the preferences of their neighbors.
In April 2011, the Plenary Session of the City Council of Lorca approved the Organic Regulation of Citizen Participation.
It is a regulation that contemplates timid instruments of citizen participation that have barely been implemented in these more than seven years of validity.
This forecast for 2011 took shape three years and a day later with the publication in the BORM dated April 15, 2014 of the so-called "Organic Regulation of the Districts of the Municipality of Lorca."
IU in search of guaranteeing political pluralism, presented allegations to this Regulation so that all political formations with municipal representation would be assigned a representative both in the Neighborhood and District Councils, as well as in the District Board, but these allegations were rejected and The Regulation remained as it was drafted.
But the truth is that the years have passed again.
And if between the approval of the Regulation of Citizen Participation (2011) and the Regulation of Districts (2014) passed three years;
from the approval of the latter to the date of today, 4 years and three more months have elapsed without its provisions being implemented.
If to those more than seven years it is added that from the first days of 2008, Lorca is governed by the regime of organization of the municipalities of large population, and that article 128 of Law 7/1985, of April 2, Regulator of the Bases of the Local Regime, establishes the obligation of the municipalities of large population to create districts equipped with deconcentrated management bodies, we find that we have accumulated a delay of more than 10 years in the application of a regime that, despite the limitations and shortcomings before highlighted, is, without a doubt, much more participatory and democratic than the old policy of continuing to use the finger of the Mayor to appoint peonies and representatives of neighborhoods and districts.
To democratize the election of these positions and improve the financing available to the neighborhoods and districts, the approval in plenary of the following agreements will be sought:
Mandate the Local Government Board to make the necessary procedures within two months to implement the Municipal Districts Regulation in Lorca.
Mandate the municipal bodies responsible for the preparation of the General Budgets of the City of Lorca for 2019 to contemplate in it the provisions set forth in Article 4 of the District Regulations, when it provides that: "The minimum percentage of budgetary resources of The Corporation that should be managed by the districts is fixed at 2%, according to the provisions of the municipal budget and its execution bases. "
