The Socialists are firmly committed to launch an effective public transport as a strategic measure to reduce the use of private vehicles and traffic jams as well as lowering the high levels of ozone pollution that the city suffers.
Proposals with which they plan to end the "phantom urban transport" created by the PP in its twelve years of government, where the number of travelers has been reduced by half.
The spokesman of the PSOE in the City of Lorca, Diego José Mateos, together with Councilman David Romera have presented by today's registration 40 allegations to the Municipal Transportation Urbanization Project of Lorca, whose public exhibition ends today , with the aim of improving the conditions of urban transport service in the city, which from now on will directly manage the City Council, after being forced to rescue the service after a few months since its award.
Mateos recalled the warnings from his municipal group were made to the government team even before the end of the previous concession, and that it had to be extended for 1 year because it was not published in a timely manner.
Finally, says the socialist spokesman, "just 1 year ago the concession was awarded, despite our warnings that it was an inefficient service for the city of Lorca, and again time gave us the right, because a few months later the service was rescued by the City Council.
Later, says the socialist mayor, the Municipal Plenary approved a form of management of urban transport service through direct management by the City Council, whose memory has been exposed to the public throughout the month of August after its publication in the BORM the past 3 of August.
Report that has been the subject of a detailed study by PSOE, in order to present proposals for improvement "in positive" to ensure a modern and efficient urban transport service for the city of Lorca and its users and not fall into the same mistakes that have been committed in the past.
On the other hand, the Socialist councilor David Romera, has exposed some of the proposals that from his municipal group has made arrive to the equipment of Government of the PP with reason of the municipalization of the service of urban transport in Lorca.
Indicates that "it is about 40 allegations that become 40 proposals to design the modern and agile urban transport that Lorca deserve and demand after many years of incompetence and abandonment, adapted to the daily needs of the residents of Lorca" .
With these 40 proposals, "what we intend is to look to the future and give a 180 degree turn to the urban transport model proposed by the PP through the technical and financial report that has been provided to us." Faced with the continuity model of PP -says Romera-, from the PSOE we consider that the urban transport in Lorca needs not a revision, but a total transformation ".
Romera explains that the 40 proposals of the PSOE "are adapted to the needs of Lorca" and that "the proper application of them together with the implementation of awareness campaigns and use of public transport from school age" can increase levels of confidence and satisfaction of the service and change the habits in the mobility of the Lorca.
The model of urban transport that wants to keep the PP in Lorca reediting the current system, Romera indicates that "it is clearly incompatible with the existing city model, because you can not structure a radial bus network when Lorca is a linear city, because this generates that the population has to be continuously doing transshipment from one line to another ";
while it considers "unviable to give a good quality of service" that 11 urban lines are served only by five vehicles, three large and two microbuses, because "it is impossible to meet the schedules of arrival and departure, those passing through the stops and waiting times become excessive, even in the main line ", where frequencies are proposed between 30 and 60 minutes.
In addition, the service to the councils is limited to two days a week.
That is, the planning made by the urban transport PP in Lorca "is not based on satisfying the needs of the population, but on the availability of the five vehicles, which will continually swarm from one line to another," causing "a overload that will soon result in breakdowns and breakdowns that will affect the quality of service. "
Buses are expected to travel between 40,000 and 80,000 kilometers annually, that is, the equivalent of one to two laps of the Earth across the equator.
Romera explained that the 40 allegations or proposals made, can be grouped into several categories, emphasizing first of all the signaling, placement of marquees and information elements that must exist in each of the stops, whether they are in the city or in its periphery.
"The information is transcendental to generate confidence to the user in each one of the stops and in the interior of the vehicles (lines, itineraries, connections, zones of interest, general plan, routes of contact with the manager, tariffs, schedules, frequencies. ..) as well as the fulfillment of schedules and frequencies of passage of the buses, for this, we indicated the need to place in the stops with greater transit digital panels with information in real time.
From the PSOE emphasizes the need to reduce waiting times on the lines, especially on Line 1 (Apolonia-General Hospital Rafael Méndez) that should be 15 minutes, "since it is the backbone of the system to cross all the city "giving it the same treatment as if it were a tram or subway line.
It is necessary to extend the service in the lines of the councils, especially on Thursdays for the Weekly Market and create an urban line to Purias or the nucleus of La Hoya, the most populated deputation of the municipality.
On the other hand, it is reported that "there are large areas of the urban area that are out of service, there is no connection with the railway and bus stations (intermodality) as well as with the new service area of Sutullena", and it is requested to recover the return of the bus from the Hospital through streets of high commercial centrality such as Pérez Casas and Nogalte.
However, from the PSOE was made to the Government team a global proposal of urban lines with several circular and transversal lines to connect the neighborhoods of the city.
There is also a modern reclassification of lines and several Special Lines on the occasion of the Holy Week Parades, September Fair (including a "owl-bus" service) and the Weekly Market in the Huerto de la Rueda.
For this, he insists, "it is necessary to expand the number of vehicles planned if you want to meet schedules and reduce waiting times to make urban transport an agile and attractive service."
In the same way, Romera indicates that it is necessary "to extend the special rate for workers and extend it to all those who go to work in the industrial estates of Lorca and the rest of the big attraction centers such as the Rafael Méndez Hospital or the commercial centers of the periphery".
The socialist mayor highlights other proposals of a functional nature such as taking measures to streamline traffic in the city (traffic light prioritization, preferential lanes);
and other formal ones such as carrying out a broad outreach and promotion campaign for Lorca and visitors.
All these allegations and positive proposals are available to Lorca on the website of the Socialist Association of Lorca (www.psoelorca.es) for any questions, says Romera.
Finally, from the PSOE the PP government team is asked to "take into consideration the 40 proposals made in favor of the realization of a responsible opposition because they are realistic, are set in motion in many Spanish cities, and have as objective to transform the urban transport of Lorca so that Lorca enjoy the service they deserve and to achieve a more livable, attractive and sustainable city ".
