Gloria Martin explained that the lack of staff and the increase in workload due to the entry into force of Royal Decree 424/2017, is generating a bottleneck that even hinders access to basic social benefits for families in a highly vulnerable situation.
The councilor of Izquierda Unida-Verdes in Lorca, Gloria Martin, has denounced that the lack of foresight in the personnel policy of the municipal government team of the PP, is generating a "bottleneck" in the Municipal Intervention Service that hinders the access to social benefits for families in a situation of great vulnerability.
Martín has set as an example, although it is the only situation of a neighbor of 72 years, who receives 630 of pension and pays a rent of 400 because the company in charge of the reconstruction of his house, demolished because of the earthquakes of 2011, He has not finished the work yet.
He barely has 230 euros left to pay medication, electricity and water bills and to eat, so he receives a public subsidy for the rent.
However, the granting of this subsidy has been "stuck" since the beginning of August due to the lack of personnel in the Intervention Service.
The request of this neighbor and the rest of affected will not be taken to the Local Government Board until September 21, despite the fact that this body meets every Friday and its sessions can also be convened on an extraordinary and urgent basis.
For this reason, Martín has asked the Mayor of Lorca, Fulgencio Gil, to give priority to the approval of the aid "on which they depend to cover basic and urgent needs of the neighbors".
The mayor explained that the origin of the problem arises primarily with the entry into force, on July 1, of Royal Decree 424/2017, of April 28, which regulates the legal regime of internal control in the entities of the Sector Local Public.
This implies, among other issues, that prior to its approval, any resolution that involves spending for the City Council, must have a report from the municipal intervention.
The new regulations have generated a significant increase in the volume of work in this Service that already had significant staff shortages before the entry into force of the standard.
"The local government has been unable to anticipate the unfortunate situation of paralysis that has occurred, although it had several months to make the necessary provisions in terms of personnel," said the mayor of IU-Green.
Martín explained that after a first attempt in January of this year to create a position of Technician of the General Administration assigned to the Intervention to streamline the tasks of inspection-a procedure that finally was deserted-this is the time when the service is maintained " well below the needs of the City ".
The Bases for the new call were approved by the Local Government Board on June 8, were published in the Official Gazette of the Region of Murcia on the 21st of that month, and the deadline for the submission of proceedings ended on July 6.
However, despite the time that has elapsed, the list of admitted and excluded persons, the composition of the court and the dates set for the development of the exercises have not even been approved by the Local Government Board.
To this we must add that in the municipal intervention has not been provided vacancy economist since May by the sad death of who was Head of the Service.
For this reason, Martín has demanded the momentum of the selective processes underway and the reinforcement of the workforce of the municipal intervention to speed up the administrative activity of the City Council and to solve the demands of the residents as quickly as possible.
And also to put an end to the excessive workload that support the staff of this Service, of whom IU has highlighted its extraordinary professionalism.
