The Councilor for Economy and Finance in the City of Lorca, Juan Francisco Martínez, has reported that the budget prepared by the economic team of the Consistory for next year stands at 75,553,298.60 euros.
We are talking about a figure that exceeds in 616,910 that established for the current year.
Thus, in just 2 years the budget has increased by € 1,855,703.
These are accounts that, after several years of cost containment and several savings plans, allow the economic recovery to be transferred to the citizen, increasing investment in practically all areas and councils.
It is an expansive budget project, investment, we are aware that the improvement of the municipal economy must be transferred to Lorca, and under that premise have been built.
Martínez Carrasco has indicated that the budget for 2019, in any case, also starts with obligations for an amount of 3,387,098.33 euros as a result of the high amount of inherited debt and court judgments arising from the failed urban agreements.
We must remember about the aforementioned town planning agreements that to date Lorca have been sentenced to pay € 10,240,538.46, a figure that has already been paid € 927,709.94, which is 90.53% of the total.
The councilman of Economy has explained that the forecasts, in this way, mark the objective to continue reducing the municipal debt so that at the end of 2019 we can reduce the 105 million inherited in 2007 to leave it at € 36,500,000.
The Lorca are getting reduced € 16,313 each day.
The treasury surplus will reach the target set in the Sanitation Plan at the end of 2019, placing it at just 12 euros.
Pending the liquidation of the 2018 budget, we estimate that we have fulfilled this year's objective (or even improved), leaving it at € 2,700,000.
Juan Francisco Martínez has stated that the general balance of the budget for next year, distributed in municipal areas, to which must be added the corresponding personnel costs, is as follows:

Health, consumption and trade: € 390,000 (grows € 3,000).
Culture, celebrations and Youth: 3,162,360 (grows € 1,000,000).
Sports: € 3,145,305 (grows 250,000).
Local Development and Business: € 755,526.
Education and University: € 648,220 (grows € 5,000).
Emergencies: 2,135,710 € (grows € 10,000).
Equality: € 221,260 (grows € 60,000).
Citizen Participation, Open Government and Transparency: 516,010 (grows € 15,000).
Works and services: € 5,662,040 (€ 327,000 grows).
Patrimony: € 1,571,460 (save on rentals).
Security: € 604,210 (up € 5,000).
Social Services and Senior Policy: € 3,516,993 (up € 59,000).
Transport: € 720,177 (€ 480,000 grows by direct urban transport service).
Tourism: € 538,304 (grows € 65,000).
Urban Planning and the Environment: € 665,420 (€ 40,000 grows).
The councilman of Economy has indicated that it increases the amount destined to the promotion of the most ingrained traditions in our municipality, as it is the case of the subsidies to the Steps of our Holy Week of Lorca, Federation San Clemente, Real Hermandad Virgen de las Huertas, as well as sports clubs and associations, women's associations, in addition to those reserved for the maintenance of parks and gardens in districts in 377,000 euros, tripling the number of workers assigned to these tasks.
As concrete examples of investments for Lorca that will be able to be carried out thanks to this budget include the recovery of the Coso de Sutullena as a multifunctional space, the provision of a social space for the residents of Morata, as well as the improvement of accesses to the hermitage of La Salud, in La Hoya.
The data corroborate that the application of the successive plans and measure of efficiency in spending have achieved their objective, and in fact the model developed in Lorca has served as a reference for other municipalities, which have copied the process executed in our City Council.
We must point out that this improvement has been achieved even having had to face the most negative historical series that our city has suffered, plagued by obstacles.
At first it had to be analyzed in depth what was the real debt of the Consistory.
Once it was completed, we found ourselves in serious trouble, because together with the inherited debt, we found thousands of invoices without paying the City Council's suppliers, which later were added to judicial rulings (mainly the disastrous urban agreements), and the devastating effects of the 2011 earthquake, the floods of 2012 and the worst economic and labor crisis that our country has suffered in decades.
