Pedro Sosa, a spokesman for the United Green Left, has taken stock of the municipal budgets for the coming year, which the popular government team will present tomorrow in an extraordinary plenary session for approval.
From the municipal group of IU-Green Lorca, these budgets should be the last of the "popular cycle" in Lorca that already accumulates 3 corporate periods, ie 12 years.
We think that the PP is suspended and well suspense in many areas of government, but particularly in relation to budgets, for its little innovation, and above all, inability to generate income by increasing economic activity in the municipality.
The PP has been maintained by creating expectations that have almost always been broken.
Suffice it to recall the Chinese logistics center, or announcements of business investments in solar power plants.
Beyond agriculture and the service sector little more economy can be pointed out.
And if the local economy does not increase and the average income is very low with respect to other localities and regions, the income that the City can obtain is very limited.
In addition, the continued subjection to "economic and financial sanitation plans", imposed by the conservative policies of restricting spending and cutting back on the provision of services, make it very difficult for the City Council to increase its budget.
In short, we could say that the economic policy of the popular government of Lorca has been focused exclusively on the objective of debt reduction, and little has mattered the improvement of services, which as is evident and palpable do not increase in quantity nor quality.
Consequently, it can be said that aid has been for earthquakes and EIB investments, which have managed to keep Lorca, and also his "Popular" government.
Regarding the investments of the EIB, it is important to highlight the laziness and negligence with which it is acting, because after several postponements, there is still an amount of € 53,390,700 without consuming, which represents more than a quarter of the total of € 185 million.
Specifically 28.8%.
And all this based on repetitive announcements of the execution of the same work that is postponed and postponed for several years.
Note, for example, the performance in the neighborhood of San Antonio, or those on Viejo del Puerto road, or Jerónimo Santa Fé, or those on the road, or on many other roads.
It was said that 2018 was the deadline to finish everything contemplated in the EIB, and now we find the postponement of nothing more and nothing less than more than € 53 million.
Having said that, we are now going to list a decalogue of things that, in our opinion, define the budget proposal that the PP has submitted for 2019. We do it in 3 blocks:
A.- Conditioners to which it is subject:
1.-The municipal budget is corseted in the reduction of the debt.
As we said in the introduction, the PP has always considered that the debt was the obstacle and the slab that prevented growth.
However, it is clear that this principle has not resulted in the result that could be expected according to its defenders.
2.-The municipal budget is prepared under the pressure and slab of the sanitation plans.
We believe that Lorca's accounts have never had so many plans in such a short time.
Which means there can be no spending, but restrictions and cuts.
3.-The municipal budget is subject to the leveling of the negative treasury surplus.
That is to say, in the last years, the municipal accounting always has dragged lag in its capacity to face the debts contracted if the same and all of them were demanded at the same time.
B.- Regarding the elaboration methodology:
4.-It's traditional.
It is elaborated by the one who governs and does not count on the other political forces.
Therefore, it is exempt from "political consensus".
5.-It is discretionary.
Because it obeys the exclusive criteria of the party that is governing.
6.-It does not count on citizens.
Despite successive announcements, the party in the municipal government has not incorporated the participatory methodology to give voice to citizens.
Therefore it is very classic in its preparation as we have already indicated and denotes a lack of political will of the rulers to implement methods of citizen participation in the preparation of public accounts.
C.- Regarding the background:
7.-It is mimetic or twin of the previous ones.
In essence, in expenses, it maintains the same budget items as always although it is true that in some cases they increase slightly (this is the case of expenses in current goods and services and in the personnel chapter).
Even the total amount of expenses and revenues maintains a line of continuity with the budgets of previous years.
Exaggerating a bit, one could say that they are budgets copied from the previous year.
The investment item loses one million euros with respect to that of 2018.
8.-Does not assume the political commitment to start the Districts or the Neighborhood Boards.
The popular party has repeatedly failed to comply with the Organic Regulations of the Lorca Districts, definitively approved in 2014. It is true that IU maintains several objections with respect to it, but it is also true that it is already essential to set up neighborhood meetings in different towns of the term of Lorca to promote its development.
In this budget prepared for 2019, there is not enough willingness and departure to undertake the implementation of the regulation.
Therefore, again, rural areas are left unattended in this budget.
9.-Does not encourage culture or youth policies.
Once again it is continuista and does not present new features or games that activate these policies.
10.-It is not rigorous in the income.- The economic-financial report, signed by the director of the corresponding office, shows that the 3 million income that is contemplated by activity license fees, corresponding to the start-up of two photovoltaic power plants, whose installation, he says, will be produced in Lorca, may not enter the annuity for various reasons.
In our opinion, this amount is contemplated to increase revenues and in that way comply with the sanitation plan to which the municipality is subject.
